Terms of Reference:

Job Title: HR Recruitment Consultant

Location: Delhi, with extensive travel to field projects and other regions of India

Management: Hierarchically and functionally accountable to HR Coordinator

Start date: 7th March 2016

Duration: 3 months (renewable)

Experience: Minimum 2 years’ experience in recruitment and networking.

Job purpose

To support in the recruitment and selection process of suitably qualified and experienced medical/paramedical and specialized professionals for MSF OCBA operations, including emergency response activities.
To facilitate representation and networking in collaboration with HR and Medical department to meet the overall recruitment needs.

Main tasks & responsibilities

HR Networking:

  • Contributes to the development of the networking plan for MSF OCBA within India.
  • Facilitates permissions for presence and representation of MSF OCBA in annual medical conferences, medical colleges, and medical associations.
  • Establish and maintain contacts with national and regional medical and non-medical associations, relevant universities and institutions for recruitment and presentations in India.
  • Support in production of communication tools for recruitment and networking in collaboration with communication team.
  • Establish contact with the regional and local Medical Council to assist in the registration of medical staff and set up a procedure to follow for all incoming medical staff.
Recruitment of relevant and qualified candidates:
  • Identification of candidates with required profile according to MSF OCBA criteria.
  • Responsible for the practical organization of interviews: screening applications, communication with candidates, phone interviews, follow-up of selected candidates, filing HR documents, among others.
  • Ensure HR briefings and debriefings are conducted at capital level.
  • Ensures all new staff benefit from an induction plan at project level.
  • Maintain database of recruited staff, keeping frequent contact with the candidates.
  • Review and improve HR recruitment processes and procedures when requested.
  • Support in developing and updating recruitment and awareness raising material/presentations; develops recruitment and selection tools with the direct support from HRCO and maintain inventory (and archive) of communication tools.
Please note there is possibility that this job description may change. HR challenges including recruitment issues with medical staff can occur so must be able to handle stressful situations well.

Requirements:

Education:

Degree, preferably in Human Resource Management or Administration related studies.

Experience:
  • Working experience of at least two (2) years’ in relevant jobs;
  • Desirable previous experience with MSF or other NGOs in India.
Specific skills
  • Able to travel and work independently outside of Delhi for a period of time;
  • Able to represent MSF with high level external contacts;
  • Excellent communication skills and comfortable in making presentation in public forums;
  • Able to work with a high degree of independence and as well as part of a team;
  • Excellent knowledge of MS Office especially MS Word and MS Excel;
  • Able to organise and prioritise workload;
  • Very good command of spoken and written English/Hindi;
  • Knowledge of other local languages valuable;
  • Able to be flexible in taking up tasks outside of regular job responsibilities as required;
  • Able to integrate into a multi-cultural team and cooperate with co-workers;
  • Punctuality and ability to act with responsibility;
HR & Benefits
  • Consultancy contract.
  • Consultant fees: based on experience & qualification.
  • Transport and accommodation out of Delhi will be covered by the organisation.
  • Per diems provided during stays outside Delhi.
