DISASTER RISK REDUCTION OFFICER, NOB, HYDERABAD – TEMPORARY APPOINTMENT
Temporary Appointment – 364 Days

UNICEF, the world’s leading children’s rights organization working for the rights of children, seeks a temporary appointment for the post of Disaster Risk Reduction Officer.
PURPOSE OF THE POST:
As part of UNICEF Hyderabad Field Office’s work plan to provide technical support in strengthening the disaster management capacities among Government and civil society partners to better understand risks and act upon them for practical risk reduction, preparedness and response and improved risk governance systems with a particular focus on the needs of children. Activities will include support to (i) improve supply chain management, (ii) vulnerability mapping, (iii) resilience building, (iv) climate change adaptation (CCA) and (v) overall provisions for child centered disaster management. The temporary position will also provide technical support to strengthen the capacity of NGOs/CBOs members of the Inter-Agency Group and to leverage resources for DRR and climate change adaptation from various sources including the private sector through Corporate Social Responsibility (CSR) programmes.

MAJOR DUTIES AND RESPONSIBILITIES:
1. The assignment covers the state of Andhra Pradesh (50%) Karnataka (25%) and Telangana (25%) to: Provide technical inputs and assist the State Governments of Andhra Pradesh, Karnataka and Telangana to implement innovative approaches to contribute to achieve UNDAF Outcome 6: “Sustainable Development”
2. Support the overall implementation of the forthcoming Disaster Risk Reduction strategy and activities in the three states in partnership with State Governments, NGOs/ civil society organizations and their Inter Agency Group.
3. Provide technical support to the respective Disaster Management Departments in developing and/or implementing State Disaster Management Plans and other initiatives of mutual interest.
4. Support the development of effective State Disaster Management Authorities (SDMAs) and District Disaster Management Authorities (DDMAs) and support development and roll-out of their work plans.
5. Support efforts to strengthen Inter-Agency Preparedness and Coordination
6. Support the education and other departments in developing a comprehensive school safety programme, incl. preparation of school safety guidelines, DRR curriculum and safety and security initiatives in schools.
7. Coordinate with district and block level government officials to facilitate leveraging of government action and finances to implement risk informed development actions.
8. Support the roll-out of a study on supply chain management incl. through coordination with various stakeholders.
9. Promote and facilitate practical integration of risk reduction and climate adaptation in UNICEF Hyderabad Field Office programmes with Government counterparts.
10. Contribute to the overall UNICEF India Country Office DRR Programme strategy
11. Perform any other duty as requested by supervisor.
QUALIFICATIONS, SKILLS AND ATTRIBUTES
a) Education:
University degree in one of the following fields: Social Sciences; disaster management, development, or related technical field.
b) Work Experience :
I. Minimum of two year’s professional work experience in Disaster Risk Reduction and/or Climate Change Adaptation. Knowledge and preferably experience in community-based disaster risk management.
II. Significant experience in project cycle management, including project design, implementation, including data collection and analysis, monitoring and reporting. In addition to this, at least some experience in responding to disasters and conducting post disaster needs assessments is required.
c) Languages :
Fluency in English is required. Knowledge of local language is an asset

• Practical experience in financial reporting and prudence in handling project finances.
• Basic knowledge on UNICEF sectoral interventions - WASH, Nutrition, Health, Education and Child Protection.
• Knowledge on using GIS software and application of remote sensing technology would be an asset
