2. ORGANISATION BACKGROUND: 
FHI 360 is a nonprofit, human development organization, dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. 
FHI 360 serves more than 70 countries and all US states and territories.
Through implementation of the Alive & Thrive (A&T) initiative, FHI 360 is scaling up nutrition to save lives, prevent illness and promote healthy growth and development, through improved breastfeeding and complementary feeding practices

A&T is managed by FHI 360 and funded by the Bill & Melinda Gates Foundation (BMGF), as well as the governments of Ireland and Canada. A&T is dedicated to reducing death, illness, and malnutrition caused by sub-optimal infant and young child feeding. During its first phase (2008-2014), the initiative aimed to increase rates of exclusive breastfeeding and improve complementary feeding practices in three countries – namely Ethiopia, Bangladesh and Viet Nam. As part of its current phase (2013-2017) the initiative is translating lessons to other countries and regions, including South East Asia, India and Burkina Faso.
In India, the initiative focuses on the transfer of lessons, tools and approaches, in Bihar and UP, in association with BMGF partners. A&T will work closely with the government to improve maternal, infant and young child nutrition (MIYCN).

3. JOB DESCRIPTION/ RESPONSIBILITIES:
FHI 360 would like to recruit an outstanding M&E professional to fill a key vacancy for 
A&T India M&E Advisor (MIYCN). Reporting to the A&T Global Project Director, the post holder will be part of the A&T senior technical leadership team based at New Delhi. S/he shall be responsible for providing overall technical and program leadership in the design, implementation and oversight of A&T India’s M&E portfolio, focused on the monitoring of the A&T program components and its partners’ implementation of these. The program components include: advocacy, interpersonal communication and community mobilization, mass communication, and the strategic collection and use of data.
Job Responsibilities:
A. Core Functional Responsibilities:
(1) Institute an overall monitoring and evaluation plan for all A&T activities in India, within an existing framework and with support from other team members;
(2) Develop and track process and other relevant indicators for a wide range of A&T activities in-country;
(3) Develop and track program performance indicators, using a range of quantitative and qualitative methods and tools;
(4) Develop a system for tracking/ monitoring intermediate outcomes of program activities, using innovative techniques; 
(5) Identify opportunities for joint data collection within existing survey platforms and develop relationships with institutions as needed;
(6) Hire and train temporary staff as needed for selected documentation and/or data collection activities; supervise and manage data collection activities;
(7) Ensure timely and effective communication of monitoring and evaluation results to a variety of actors inside and outside the A&T program/partnerships;
(8) Manage the monitoring and evaluation budget and related sub-contracts, as needed.
B. Other Roles/ Responsibilities:
(1) Help develop A&T annual work plans, budgets (especially the M&E component) and project reports, and ensure timely reporting and responses for information to HQ;
(2) Actively participate in, contribute to, and in some cases conduct or help facilitate major A&T program development and implementation activities (strategic planning, program presentations, advocacy and policy meetings, workshops), as appropriate;
(3) Work closely with A&T Country Programs Director and Project Director A&T UP and Bihar to leverage other international donor and private sector resources to complement and extend project reach;
(4) Present/ disseminate program results, based on program experience, M&E and evaluation data to State Nutrition Mission, projects and partners, and other professional colleagues and organizations at state and national level;
(5) Other duties, as assigned.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicants must have a Ph.D. or equivalent qualification in Public Health, Nutrition, Program Evaluation, Health Systems Management, or related social science or health discipline.
Experience:
(1) At least 10  years of relevant experience in India (similar global experience may be acceptable), with at least five years in a senior technical leadership role for providing technical inputs to a large scale nutrition or public health/development project, with strong networks with government, development experts and researchers;
(2) Knowledge of and experience with a range of quantitative and qualitative data collection techniques and approaches, which may include any/ all of: Health and nutrition surveys; Lot Quality Assurance Sampling (LQAS) for program monitoring; Rapid assessment techniques; Focus groups; Ethnographic methods; Quality assurance/ quality control; Diagnostic studies; Participatory evaluation techniques;
(3) Experience in communicating monitoring and evaluation results to a variety of audiences, and in using monitoring data to improve programs;
(4) Demonstrated experience in effective interactions in a multicultural setting with a variety of stakeholders, including government and civil society actors;
(5) Extensive public health/ nutrition field experience in designing, implementing, monitoring and reporting on various types of service delivery platforms (i.e. interpersonal communication, community mobilization and mass communication) ;
(6) Experience in analysis and interpretation of quantitative data, including experience of drafting reports based on quantitative data.
Skills and Competencies:
(1) Excellent written and spoken English;
(2) Demonstrated ability to design and manage monitoring and evaluation systems, including implementation of a range of monitoring and evaluation activities;
(3) Knowledge of management information systems is desirable;
(4) Demonstrated ability to develop and use training materials to effectively train enumerators and other field staff;
(5) Experience in developing, managing and/or reporting on project budgets;
(6) Demonstrated computer literacy (PC and Microsoft Applications); 
(7) Ability to work independently, assess priorities, and manage a variety of activities while communicating, connecting, and collaborating with HQ and field office staff, subcontractors, and a broad coalition of government, NGO, and international project partners;
(8) Strong interpersonal and organizational skills;
(9) Excellent problem-solving skills;
(10) Excellent writing, editorial, and communication skills, including strong presentation skills to report results to major donors;
(11) Competency in survey design and implementation and experience in data analysis using Stata, SAS, EpiInfo, or SPSS;
(12) Excellent written and oral communication skills in English; 
(13) Fluency in Hindi is strongly preferred;
(14) Willingness to travel extensively as required, especially to UP and Bihar for 50% of the time.
