FHI 360 and Project Sunrise:

FHI 360, a US based non-governmental organization, has been working in India for almost two decades and is well recognized in the country today for its technical excellence, robust research and evidence-based integrated programming. FHI 360’s technical areas of focus in India encompass a range of public health priorities, including HIV and AIDS; family planning and reproductive health; maternal and child health; health systems strengthening; integrated health and development; and infectious diseases, including tuberculosis and malaria. In April 2015, CDC awarded FHI 360 a five-year Project titled ‘Sunrise’. The goal of the Project is to improve coverage, quality and scale of HIV interventions in the North East states with people who inject drug (PWID). The Project is/will be implemented in close co-ordination with the National AIDS Control Society (NACO), North-East Regional Office (NERO), and State AIDS Control Societies (SACS) of the eight North Eastern states. 

Summary of Key Functions / Responsibility:

Under Project Sunrise, FHI 360 wishes to hire a Senior / Program Officer for a short-term (4-6 months) to work closely with the Project Sunrise team to support in routine project management, documentation and reporting functions. The key functions will include providing support in: finalizing the State Micro Plans; preparing terms of reference (ToR) for tasks that need to be out-sourced to individual consultants / agencies; coordinating with the FHI 360 contracts management services (CMS) team to support procurement of goods and services under the project including issuing of sub-contracts; preparing monthly / quarterly and six-monthly reports for submission to donor and government/s; extend support to the project team in documentation of lessons learnt, good practices, printing and publications; and ensure quality in all written documents and publications produced under the project. 

There is already a full-time Sr. Program Officer on-board under Project Sunrise who is scheduled to go on maternity leave from end of December until May / June 2016. This short-term staff is being hired to fill-in for the SPO during her period of maternity leave. 

KEY RESPONSIBILITIES:

• Support in project start-up and planning activities such as: hiring of staff; finalization of state micro plans and presentations; preparation of monthly/quarterly, semi-annual and annual reports for donor and NACO; and other program management support functions. 
• Work closely with the FHI 360 Country Office Contracts Management Services (CMS) staff in procuring services of external agencies and consultants necessary for the project. 
• Provide support to the Project Sunrise team in agency / consultant selection by conducting organizational assessments, preparing request for proposals / sub-contracts / terms of reference and monitoring deliverables and timely fund flow. 
• Support the project team in design, implementation and monitoring of sub-contracts including tracking deliverables and maintaining a central repository of all deliverables. 
• Participate in internal and external meetings, provide support in preparing minutes and follow-up of all key decisions and agreed timelines. 
• Support in preparing monthly/quarterly/semi-annual and annual reports for the donor and government.
• Support the project team in writing, editing and proofreading of materials to be published/printed. 
• Documenting minutes of meetings held with government, donor and other key stakeholders and follow-up on prioritized actions. 
• Support in organizing workshops, consultations, meetings and disseminations with government, donor and other key stakeholders. 
• Support the project teams to meet FHI 360 standards of compliance and quality of sub-contracts, reports and deliverables. 
• Support the Project Director in other project functions and responsibilities. 
• Support in other Country Office functions including consolidation of monthly updates, website updates and uploads, preparation of brochures, calendars and other promotional materials. 

QUALIFICATIONS, EXPERTISE AND SKILL SET:

• Master in Social Work / Public Health with a minimum of 5-7 years of relevant work experience 
• Experience on IDU / HIV/AIDS is preferable 
• Knowledge and understanding of North-East states is preferable 
• Experience of working on PEPFAR and other large donor funded projects is preferable 
• Ability to coordinate teams of internal and external staff and consultants with diverse expertise 
• Strong interpersonal skills with an understanding of the health and development issues 
• Motivated, enthusiastic, analytical and a logical thinker
• Ability to work independently on multiple tasks simultaneously, and to meet deadlines with quality products
• Excellent written and verbal communication skills
• Expertise in computer software such as Microsoft Office (Power points) 

COMPENSATION:

This is not an expatriate position. No expatriate benefits or allowances provided. Compensation levels at FHI 360 are equivalent to market rates within the development sector. However, offers shall be based on salary history, relevant experience and qualifications.
