Brief on the Organization:


The Public Health Foundation of India (PHFI) is working towards building a healthier India. It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health. PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centres of Applied Research in core public health themes. The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders. Project Brief:
The HIV/AIDS Partnership: Impact through Prevention, Private Sector and Evidence-based Programming (PIPPSE) Project will be managed by a Consortium, led by PHFI as the Principal Recipient and, Futures Group and Population Services International (PSI), as Sub Recipients. The PIPPSE Project aims to “strengthen the institutional and human capacity in prevention programs and private sector engagement through innovative approaches to contribute to achieving the goal of accelerating the reversal of HIV epidemic at the national and state levels.” The project will achieve its goal through: (1) evidence-informed, demand-driven technical assistance to Department of AIDS Control (DAC) and State AIDS Control Societies (SACS) in project focus states (currently Goa, Maharashtra, Tamil Nadu, Kerala, Gujarat, Rajasthan, Uttarakhand and Uttar Pradesh), to improve the quality of Targeted Intervention programs for Most At Risk Populations (MARPs) and Bridge Populations (Migrants and Truckers); and to promote private sector engagement in HIV/AIDS programs and services; and (2) Promotion and sustaining innovations and demonstration models to improve the coverage and access of MARPs and Bridge Populations to a continuum of prevention-to-care services.

Deliverables:
• Lead the development, successful implementation and monitoring of the STI activities of the Thane Targeted Interventions including Community Based Testing (for HIV)
• Coordinate with MSACS and other partners in developing policies and plans for STI intervention activities.
• Facilitate the FGD in TI projects to identify preferred providers for each hotspot.
• Facilitate the syndromic management training of preferred providers who agreed to provide services to high risk group
• Facilitate the supportive supervision to the preferred provider on syndromic management of STI/RTI.
• Strengthen TI - STI program regarding STI indicators in all TI interventions
• Ensure quality assurance for the clinical program of STI in all NGOs 
• To facilitate Supportive supervision, handholding and regular STI reporting of TI Intervention (FSW, MSM, IDU, and Trucker) of PIPPSE Maharashtra
• To facilitate linkages between Migrant interventions with designated & franchised STI service providers
• Assist in the validation of the mapping done by NGOs
• Coordinate induction & refresher training activities of franchised STI care providers 
• Provide materials, protocols and guidelines of NACO to franchised practitioners.
• Develop and assist in signing contracts with private providers 
• Coordinate the supportive supervision regular reporting on number of STI episodes and treatment details from franchised private practitioners.
• Promote and facilitate provision of STI services through public health facilities
• To facilitate capacity building of Medical Officers, Counselors, Nurses & LTs of designated STI/RTI clinics of TI NGOs and Mobile clinic.
• Strengthening STI/RTI services by quarterly Supportive supervision of designated STI/RTI clinics of NGOs supported by PIPPSE 
• Develop systems for ensuring regular reporting of STI services.
• Strengthening linkages between designated STI clinics & TI activities in Thane district 
• Guide and co-ordinate Technical Team for developing Annual Action Plan. 
• Co-ordinate with other technical agencies for the implementation of Private Public Partnership
• Undertake travel to various districts including Mumbai to provide technical assistance to Public Private Partnerships.
• Periodic review of the progress
• In addition, activities as recommended by the Prevention specialist/Team Leader Maharashtra
• Regular liaising with DD-STI, MSACS
• Guide and co-ordinate Technical Team for developing Annual Action Plan. 
• Improve the quality of STI services provided to MARPS by Targeted Interventions (TIs) in Thane.
• Facilitating training of private doctors(Preferred Providers) and staff of TIs on Syndromic Case Management of STIs
• Supportive supervision of the heath camps conducted by the TIs, hand holding of the doctors in the field.
• Supporting Prevention Manager in implementation of CBT. 
• Support the DAPCU staff by providing Technical Assistance(TA) to the Government established Designated STI/RTI clinics(DSRCs)
• Coordinated the functioning of the mobile ICTC clinics and care and support linkages in Thane.
• Training of Medical Officers of Corporations on Basics of HIV/AIDS/STIs and DNM
• Acting as Resource person for training of ART Counsellors on counselling MSMs and IDUs
• Provide Technical Support to MSACS and DAPCU in analysis of STI data
• Assist Team Leader in the District Network Model activities 
• Supportive Supervision of Care and Support centre along with the CSC consultant
• Any other task assigned by the TL-Thane

Experience and Qualification:


• MBBS with minimum 3 to 5 years of experience is mandatory.
• Desirable PG diploma in Community Medicines, Preventive Medicine, Public Health or equivalent.
• 3 years of experience in the field of HIV/AIDS will be preferred.

Annual Salary (CTC) will be based on the available skills and fitment of the incumbent as per the selection process.
