Program Background
PFI is implementing the USAID funded and Ministry of Health and Family Welfare (MOHFW) approved Health of the Urban Poor (HUP) program, in eight states and five cities. The HUP program was initially for four years (2009-13) and is now extended for two more years (till September 2015). During the extension phase HUP will support the Government of India, state governments and city administrations in institutionalizing and effectively implementing the NUHM; assisting the government in rollout and scale-up of the NUHM components and approaches tested by HUP. Job summary:

The Program Associate works as a member of the Health of the Urban Poor (HUP) program providing information, research analysis and support on health economics and policy matters related to health and family welfare in general, and urban health in particular. The Program Associate works closely with the Public Health Economist to initiate and undertake research and analysis in support of organizational learning and health economics and policy analysis. The incumbent contributes intellectual and technical expertise to PFI-HUP’s areas of work, coordinates and monitors key policy and operational issues; program events, meetings and other activities; and disseminates key policy and planning-related information to colleagues across the organization and outside. 

Key Responsibilities:


• Assist the Public Health Economist (PHE) in undertaking Budget Analysis of EAG states on urban health, nutrition & WASH, including data collection, tabulation and analysis, under the guidance of PHE.
• Coordinate with project staff and external consultants for conducting economic studies, including Cost Effective Analysis (CES) of HUP interventions like Mahila Arogya Samiti (MAS), Urban Health Sanitation & Nutrition Days (UHSND), City Health Plans (CHP), etc.; under the overall guidance of the PHE.
• Assist the PHE in providing developing and reviewing various operational guidelines at the national and state level on various components of the National Urban Health Mission (NUHM) like RKS guidelines for U-PHC/CHC, MAS Untied Funds guidelines, etc.
• Assist the PHE in developing various training modules on urban health planning.
• Coordinate with HUP project team, national, state and city officials in organising various workshops and meetings, under the overall guidance of the PHE.
• Produce policy briefs, working papers and scientific papers on health economics and finance, under the guidance of the PHE.
• Any other health economics, policy and project related work as assigned by the supervisor (PHE) from time to time.


Required Qualification & Skills:

Necessary:


• Master’s degree from a recognised national/international university in Economics/ Health Economics/ Sociology/ Public Policy/ Public Health/ Health Management & Administration or,
• Professional graduate degree in medicine and allied sciences (including MBBS, BAMS, BHMS, BUMS, BDS, BPT) along with post graduate diploma in Public Health/ Health Economics/ Health Policy.

Desirable:


• Proficiency in using statistical software like EPInfo, SPSS, Stata.
• Proficiency with econometric analysis and economic modelling.
• Familiarity with government budgets and public finance.
Experience Required:
• Minimum 2-3 years’ experience of research and advocacy in the area of health public health, public policy and economics and financing including costing and cost-effectiveness analysis, budget and expenditure tracking.
• Experience of coordinating multi-centric, cross-disciplinary research across different states in India.
• Previous experience of having provided research and policy advocacy support to central/state governments is desirable.

Compensation:
Compensation package offer will commensurate with qualification and experience.
