1.POSITION VACANT:  Senior Social Security Specialist – Unorganised Sector (SSSS-US), Indo-German Social Security Programme, GIZ, New Delhi

2BACKGROUND:

In India, about 94% of the labour force works in the unorganised sector. The large majority of these workers do not have adequate social protection and they face the threat of chronic poverty, resulting from illness, old age, accidents or death. Several ministries and government agencies have initiated social security programmes, but benefit coverage has been limited, access to information restricted and relatively few informal workers and/or their families,have actually been included. Additionally, these approaches have been uncoordinated and fragmented.


The Indo-German Social Security Programme (IGSSP), being implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), a client of Strategic Alliance Management Services (SAMS), cooperates with India’s Central Ministry of Labour and Employment in implementing the Unorganised Sector Workers’ Social Security Act. In so doing, the programme is contributing to the improvement of the social security system for workers in the unorganised sector and their families.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Programme DirectorGIZ IGSSP, the SSSS-USshallbe responsible forsupporting theMinistry of Labour and Employment (MoLE)in achieving the goal of universal coverage of social security for the unorganised sector in India.

Key Responsibilities:

(1) Providing technical inputs, policy advisory services and capacity building to MoLE for the development of a framework for recognizing unorganised workers and their numbers in each sector;
(2) Facilitating convergence of different social security programmes already on the ground viz. Rashtriya Swastha Bima Yojana (RSBY), Aam Aadmi Bima Yojana (AABY) and Indira Gandhi National Old Age Pension Scheme (IGNOAPS) through a single platform;
(3) Provide support in designing and implementing social security/protection policies, programmes and mechanisms, aimed at building comprehensive social security systems and extending social security coverage;
(4) Identifying pivotal policy issues in the country and contributing to social security policy developments,including the formulation of National Action Plans for the expansion of social security to the unorganised sector;
(5) Working in collaboration with the MoLE and maintaining close liaison with government, workers’ and employers’ organisations, UN organisations, research institutions and non-governmental organisations, which are involved in the field of social security;
(6) Designing and supervising conduct of relevant analytical and policy-oriented research on national Social Security programmes;
(7) Developing knowledge base, including the collection, analysis of trends and developments, assessment, documentation and disseminations of major legislation, concerning social security; identifying good practices of various extension initiatives for achieving the goal of universal social security coverage;
(8) Representing GIZ IGSSP/ MoLE at national/ State forums and consultations.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications:

Applicants should possess at least a Post Graduate Degree/ Diploma in Social Sciences, Management, Law, Economics, Public Finance, Social Sciences, Public Administration, or related fields, with demonstrated expertise in the field of social security.

Experience:

(1) Minimum 10 years experience at the national level in social security programmes and strategies;
(2) Experience in social security schemes and in the design and management of national/ international projects on social security shall be an advantage.

Skills:

(1) Demonstrated knowledge of unorganised workers in India and their issues;
(2) Familiarity with structures and functioning of the Government of India;
(3) Excellent managerial capacity to manage projects and team;
(4) Excellent capacity to coordinate with relevant stakeholders, i.e. State Governments, NGOs and others;
(5) Demonstrated knowledge of social security provisions for the unorganised sector;
(6) Excellent analytical skills and ability to undertake high quality research in the related technical field;
(7) Strong oral and written communication skills.
