Scope of Position
1. Manage/assist entire Goods & Service procurement as per Oxfam India Policy & Procedures under the guidance of Line Manager (LM).
a. Provide guidance and training to all Staff on procurement principles and processes (especially newly recruited staff).
b. Report on procurement statistics including savings on a regular basis (especially for Oxfam Board Meetings).
Key Responsibilities
c. Assist in making justification and recommendations for Director/ CEO for exceptions/ waivers where applicable;
d. Carry out commercial evaluations, negotiations, etc;
e. Drafting of Contracts and Pos; and facilitate payments;
f. Ensure records of all approvals, contracts, POs, etc. are in place;
g. Manage and update Procurement data and MIS;
h. Manage, review and update (as required) Oxfam India’s vendor database/ panels;
i. Ensure efficient Vendor Management, including interactions, feedbacks and pre-bid and negotiations meetings, etc.

2. Assisting and Facilitating the Purchase Committee decisions.
a. Facilitate Purchase Committee Meetings;
b. Submit supporting documentation and recommendations for approvals;
c. Facilitate dialogue and communication between the Committee and the Users/Departments;
d. Keep all records of discussion and approvals.


3. Lead on Procurement related Control, Audits and Reporting:
a. Tracking and reporting on cost control measures;
b. Update Procurement Database and MIS;
c. Carry out procurement audits as and when required for Oxfam departments, offices or partners;
d. Provide quarterly reports to Management for presentation to the Board.

4. Advice, guide and hand hold Oxfam India staff on Procurement:
a. Provide training to new staff as they join or during Induction week;
b. Provide guidance and assistance to Oxfam India staff as required on all aspects of procurement.

5. Any other tasks to support LM in tasks that are delegated based on Oxfam business needs as required.

Qualification and Experience :
• ICWA/ Material Management/ Supply Chain Management/ CIPS (UK) or Post Graduate qualification in purchasing and supplies management related studies.
• Two to Five years experience of which at least two years of experience in a similar role.
• Experience of Social sector contracting.
• Excellent Negotiation Skills.
• Knowledge of Quality Management 
• Strong analytical, conceptual and strategic thinking skills
• Strong command over Excel and working knowledge of Powerpoint.
• An understanding of the socio-economic and political and ecological conditions of the region.
• Ability to respond effectively in the event of humanitarian disasters.
• Sensitivity to gender and diversity issues
• Strong interpersonal skills to work as part of a team
• Excellent communication skills with fluency in written and verbal English and at least one major Indian language

Relocation: During the course of employment the post holder may be required to move base on a temporary or permanent basis to any workplace controlled by Oxfam India.

Travel: Ability to travel within country and abroad extensively.
