II. Organizational Context
|
|
UN Women, grounded in the vision of equality enshrined in the Charter
of the United Nations, works for the elimination of discrimination against
women and girls; the empowerment of women; and the achievement of equality
between women and men as partners and beneficiaries of development, human
rights, humanitarian action and peace and security.
The Capacity Assessment Executive will work under the direct
supervision of the Programme Specialists and
in close collaboration with the partners and stakeholders involved with the
programme in India and other MCO countries to conduct a
capacity assessment of partners & NGOs as implementing partner for the UN
WOMEN projects in MCO.
The purposes of the assessment undertaken by the Capacity Assessment
Executive for UNWOMEN partners & NGOs are:
· Capacity development objective: The review
supports all UN WOMEN partners and NGOs to identify strengths and weaknesses
in their capacity for project execution management and areas for capacity
development to comply with the UN WOMEN fiduciary standards.
· Project management objective: The review
assists in the establishment of appropriate cash transfer modalities,
procedures, and assurance activities to be applied by the Agencies.

III. Functions and key results expected
|
|
Summary of Key Functions:
· Inventory of existing capacity assessments of Implementing Partners;
· Build Mechanisms & Recommend appropriate monitoring and quality
assurance systems for partners with weak implementation capacity;
· Establish a system to document Implementing Partners Capacity
Assessments;
· Training of UNWOMEN programme staff on undertaking capacity assessment
of the project partners;
· Substantive and financial monitoring and evaluation of the projects,
identification of operational and financial problems, development of
solutions of NGOs & Partners as assigned;
· Participation in audit of projects, and follow up on audit
recommendations as assigned;

IV. Impact of Results
|
|
The key results have an impact on the success of the MCO programmes
within specific areas of cooperation. In particular, the key results have an
impact on the design, operation and programming of activities, creation of
strategic partnerships as well as facilitation of knowledge building.

VI. Recruitment Qualifications
|
|
Education:
|
Minimum Bachelors Degree or equivalent in Public Administration,
Finance, Political Sciences, Social Sciences or related field.
|
Experience:
|
10 years of relevant experience at the national, regional or
international level in providing hands-on experience in Financial &
Programme Management. Experience in the usage of computers and office
software packages, experience in handling of web based management systems.
|
Language Requirements:
|
Fluency in English and National language is required
|
