The Union North America (UNA), based in New
York City, is an international public health organisation and an independent affiliate of The
International Union Against Tuberculosis and
Lung Disease (The Union). It is one of the 11 region and country offices affiliated with The Union and located in Africa, Asia Pacific, Europe, Latin America, North America and
South-East
Asia. UNA
and The Union provide expertise in
project implementation and
management,
epidemiology and surveillance, and other core public health capacities
to address variety of global
health challenges.

Overall Role:
The Union North America (UNA) seeks to hire a senior finance professional for the
full-time
position of Deputy
Project Director/Senior Finance Officer
for the Research Unit. The unit is leading landmark projects in research training, coordination and implementation in a variety of settings.
UNA is the prime recipient of multi-year funding from the United States Agency
for
International Development (USAID) with additional support from
Janssen Research &
Development.
The incumbent will oversee the finances of the unit’s $30M+ annual operating budget, including
a growing portfolio of 30+ international subgrants/subcontracts. S/he will report to the Senior Vice
President for Research and Development. This position may be based either in
UNA’s New York or Washington, D.C. office.
Scope of Responsibilities:
1. Financial
& Contractual
Oversight
of Prime
Agreements
Ensure full
compliance with
all contractual obligations and donor
regulations
Prepare quarterly financial reports and funds requests/invoices for submission to
donors
Maintain budgets and work closely with
senior management
to
develop budgets for annual renewal
applications
Review and approve
allocations of
funds
and expenses
Ensure financial monitoring across both funding streams, develop forecast for
management and donors
Respond to requests for financial updates
and
other ad-hoc queries
2. Financial
& Contractual
Oversight
of Subgrantees/Subcontracts
Supervise
a team responsible for the management of all financial and contractual matters for a portfolio
of international
subgrantees/subcontracts
Negotiate contract
terms and budgets with sub-grantees
Review contractual
language and financial
requirements/provisions, liaise with
Legal and
Operations teams
Assess and approve financial reports from
grantees, and ensure they are completed
according to reporting requirements and submit in
a timely manner
Monitor expenses claimed
and variance reports
Ensure
intercompany reconciliation with sub grantees/partners
Conduct on-site visits to ensure regulatory compliance with
donors and internal
policies
Provide technical
assistance on budgeting,
monitoring, financial
reporting and
close-out as needed
3. General Compliance & Grants Administration
Assist
the
Finance unit with audits, such as the A-133, at the US
and
country level
Provide guidance to
other Union offices with
respect
to USG
rules
and regulations
Support
the
enhancement of internal controls surrounding the financial and
administrative aspects of grants management, liaise
with Finance and Operations
as
needed
Provide financial inputs for reports presented to the Executive Management Team
Ensure
all registrations with
the
US government are up-to-date
4. Other responsibilities
Manage a team
of
2-4 staff.
This position may be
based in either New York City or
Washington, D.C.
Perform other duties
as assigned
Qualifications:
MPA, MBA or other relevant degree
10+ years of progressively responsible leadership
experience in all aspects of grants finance management at
the
prime and sub-grantee
levels for both US Government and
other bilateral restricted grants.
Excellent knowledge
of and experience with
US Government
grants (especially USAID)
and related NICRA accounting, budgeting, compliance,
funding & reporting
requirements.
Knowledge
of research projects/clinical
trials a
plus
Managerial experience
preferred
Comfort
utilizing and
leading a team approach in the management of complex grants
and programs
Ability to juggle multiple demands, manage
shifting priorities, and negotiate timelines.
Strong proficiency in
Excel
Ability to travel internationally (20-30%)
Authorization
to work in the United States
Working knowledge
of Spanish and/or French is a plus
