Finance Supervisor,
International Union
Against Tuberculosis and Lung Disease (The Union), New Delhi
Location: New Delhi
Purpose of the position: This is a senior finance position that will support the Head - Finance and Operations, USEA in directing and supervising day to day functioning of the Finance unit. This includes management and evaluation of financial systems within USEA projects to ensure program success and reviewing and managing grant budgets and fiscal reporting activities for the organisation. The Finance supervisor will be required to interact with donors and other internal / external stakeholders (including well established sub-recipient partners, auditors and finance consultants) tactfully.

The Union is seeking qualified local candidates for the position of Finance Supervisor based at its South-East Asia regional office at New Delhi.
The post holder will report to Head – Finance and Operations, Union South-East Asia Office
Travel: As necessary (up to 30% of time) within and outside the duty station.
Terms of Reference:
- Support Head – Finance and
Operations in
- directing and supervising
identified staff involved in supporting USEA projects according to agreed
budgets and timelines in alignment with the policies of the Union and the
performance based funding requirements of donors.
- overseeing and effectively
guiding and monitoring start-up and implementation of USEA projects in
the country; supervising financial management and reporting for the
projects; ensuring adherence and timely fulfillment of project grant
agreements.
- ensuring that USEA regularly
complies with all statutory requirements.
- Set up and technically support
the management and evaluation of financial systems within USEA projects
including reviewing grants budgets, preparing documentation for grant
negotiations and budget modifications as necessary; monitoring and
exercising fiscal control, maintaining and timely reporting of project
budgets; ensuring timely disbursal requests from USEA to donors and timely
disbursement to SRs.
- Maintain all the project
financial documents ensuring complete and proper backup/audit
documentation; monitor and control information entered by the staff into
financial management system; assume primary responsibility for cost
allocation of all project funds; review the proper allocation of invoices
according to expense categories.
- Review, analyse and approve
financial reports received from SRs for accuracy and compliance with Union
policies and contractual requirements; ensure regular reporting from SRs and
SSRs including supporting and building capacity for financial management
at these levels
- Prepare quarterly expenditure
reports and request for funds from the main office in order to maintain
adequate level of funds available at the USEA.
- Demonstrate thorough knowledge
of the Union’s contracts regulations in order to serve as primary source
for information on financial matter for projects.
- Assist with the preparation of
budgets, developing cost estimate and budget justification for USEA
projects.
- Provide oversight to and work
with identified staff on grant management, project management, and program
development.
- Provide technical assistance to
identified SRs and SSRs on finance, budgets, logistics and project
management.
- Coordinate the preparation of
funding proposals as assigned.
- Perform other relevant duties
as required by the Supervisor and/or Regional Director of The Union
South-East Asia Office.
Qualifications and Experience:
- Qualified CA/ MBA Finance or
equivalent qualification augmented with relevant experience
- 10-12+ years in progressively
responsible finance roles, preferably with NGOs in a senior level
financial management position.
- Prior experience of managing
international donor funds is desirable
- Skills required :
- strong interpersonal and
presentation skills and ability to communicate at all levels of the
organization and with staff at remote locations
- Strong leadership skills and
the ability to influence decision making.
- High proficiency of working
with data from conceptualization to analysis and presentation stages.
Knowledge of data analysis methodology and tools (MS Excel, MS Access,
EPI-Info) and use of presentation software is important.
- Ability to handle multiple
tasks, stay focused under pressure, think strategically and implement
aggressively.
Compensation Offered
The gross remuneration budgeted for this position is attractive. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.

The duration of the contract will be for two year with possibility of extension based on performance and availability of funds.
