UNICEF, the world’s leading children’s rights organization working for the rights of children, seeks a fixed term appointment for the post of Sr. Programme Assistant. 

PURPOSE OF THE POST:

The incumbent will support, Chief Field Office coordinate outputs of the four PCRs and implement a periodic management reporting system. Data analysis for Program Cycle Reviews, supporting upscale of good practices through strengthened convergent governance systems at the block and panchayat level to achieve outcomes for children. Also, providing quality assurance, compliance, logistical and administrative support as required.
MAJOR DUTIES AND RESPONSIBILITIES :

1. Management Information System for Program Cycle Review management 
Build a repository of information materials which includes PowerPoint presentations, guidance/ concept notes, reports, photographs and documents, manage the repository. Maintain a computerized data bank centrally at the State Office with resources for PCR implementation. Collate Program Cycle Review -relevant information and communicate within UNICEF progress made vis-à-vis envisaged results.

2. Facilitating Process documentation for State Public Policy Group management
Record State Public Policy Group -related activities/pilot interventions under different priority groups as they roll out. Identify facilitative and inhibitive factors, locate strategies for timely implementation and enabling practices/ behaviours/ environmental agents. Support Establishment and maintenance of continuous 360 degree feedback system on performance management of each Program Cycle Review area to the Chief Field Office.

3. Upscaling decentralized governance
Support capturing experiential knowledge on district and sub district level implementation from focus districts to energize Primary Rate Interfaces and promote models of decentralized governance for child rights at block/district level in Tamil Nadu and child-centric governance of the local self-government structures and Institutions in Tamil Nadu and Kerala.

4. Supply, Admin & Logistics Support
Operational support related to programing needs for achieving results such as preparation of Terms of Reference and appropriate strategies including cost effective Financial and human resource mobilization and partnerships for SPPG management. Procurement functions for carrying out the bidding processes as per the supply manual and provide support for all procurement related functions.

5. Governance for child friendly Municipal Areas
Support development and maintenance of international knowledge and information base on Local Governance in urban areas –the knowledge base includes strategies, decentralized models and case studies of institutional frameworks for child and adolescent friendly services in densely populated urban locations.

6. Quality assurance 
Handle all procedural matters such as the preparation and monitoring of Project Cooperation Agreements and contracts for UNICEF supported interventions. 

7. Perform other duties as assigned from time to time

QUALIFICATIONS, SKILLS AND COMPETENCIES

a) Education :
Minimum Secondary School education, preferably supplemented by a course in any of the social sciences. Familiarity with standard UNICEF programme policy and procedures desirable.

b) Work Experience :
Minimum 7 years of progressively responsible programme and administrative experience, of which at least three years closely related to programme support logistics. Knowledge of district and sub district level governance and decentralization is essential. Knowledge of electronic mail, contracting procedures, etc.

c) Languages :
Fluency in English is required. Knowledge of local language is an asset.
