Population Services International, India is a registered Indian Society dedicated to the improvement of public health in India. PSI is implementing a comprehensive project ‘Wajood’ supported by USAID. It is an integrated intervention that promotes services on gender based violence (GBV) and RMNCH+A. The goal of this project is to achieve gender equality, empowerment and reduce harm of gender based violence (GBV) to women and girls. This pan India project will involve extensive focus on three high priority states (Haryana, Rajasthan and Uttrakhand) and fourteen low intensity states.

PSI will reach this goal by achieving the following intermediate results:

1. Improved policy and enabling environment for the uptake of GBV services and gender transformative RMNCH+A interventions.
2. Increased access to high quality GBV and RMNCH+A services that integrate survivor-friendly support for women and girls experiencing violence (especially pregnant and lactating women) through linkages both within and outside the health sector.
3. Improved community attitudes and norms surrounding gender equality and the rights of women and girls to live life free from violence.

Overarching Strategy that will be adopted for program are-

1. Build political will and institutional capacity to address GBV;
2. Provide broad based, gender-transformative services;
3. Address negative social and gender norms through Social and Behavioral Change Communication (SBCC).

A. POSITION PURPOSE: The position will provide programmatic and administrative oversight to PSI’s project commitment to promote gender and address gender based violence across project geography. The position will be the key point of contact for the external stakeholders and will be responsible for overall program management. The position holder will be responsible for impactful programming including responsibilities of liaison with state governments departments mainly, Women and Child Development (WCD) and NHM/Health, networking and supporting state level consortium, program management, and coordination with different stakeholders including partners and sub-grantees.

B. DUTIES AND RESPONSIBILITIES:

1. Program Management, Development, Monitoring and Evaluation
• Accomplish consistent activities regarding the work plan, goals and objectives of the program in coordination with the Program team.
• Develop, strengthen and manage a consortium of expert agencies and civil society organizations (CSOs) working on gender, violence against women and girls and health to initiate a dialogue with the stakeholders on GBV issues.
• Facilitate trainings, mentoring and support to consortium members to strengthen local capacity and sustainability.
• Facilitate in establishment of multi-sector referrals systems for survivors of GBV.
• Monitor program activities and align partner’s interventions with the overall program framework/log frame.
• Lead research, M&E functions, create project dashboards based on real time data collection and generate actionable data that influence choice of innovations. Measure early success and failures of innovation pilots within the project.
• Ensuring all qualitative and qualitative data is captured as per program’s Management Information System.
• Conduct regular program reviews including budget utilization and suggest mid- course corrections, if any.
• Coordinate with technical and implementing partners for all program activities at state and sub-state level.
• Support COP in compiling and disseminating high-quality periodic reporting in line with USAID and PSI requirements (Quarterly and Annual Status reports, quarterly financial reports etc.)
• Expand, monitor, and identify opportunities for increased efficiencies and cost effectiveness and ensure best value for money
• Ensure the effective use and coordination of donor resources and the compliance of the financial systems and controls with relevant donor standards.
• Coordinate and/or review donor reports, including financial and other reports as required by donors and PSI
• Perform other duties as determined by the supervisor.
• Minimum of upto 30% travel across project geography is mandatory for this position.

2. Liaising & Advocacy
• Promote information sharing and develop understanding of the program with key stakeholders.
• Develop and maintain strong working relationships with all stakeholders – including government, UN agencies, NGOs, civil society and community based organizations to enhance multi-agency and multi-sectorial cooperation and coordination.
• Represent the project or the organization in various advocacy forums to enhance visibility of the project.
• Organize consultations with identified stakeholders and follow-up on the agreed action plans.

3. Financial Management
• Manage program budget; planning, forecasting monitoring cash flow
• With support of Administration and Finance department submit timely financial monthly reports to COP.
• With support of Administration and Finance department ensure compliance of the NGO partners to the donor/ project reporting norms.

4. Human Resource Management
• Facilitate program related capacity building for state teams
• Mentoring and supervision of staff performance
• Provide leadership and support to ensure staff well-being and employee engagement etc.

C. QUALIFICATION AND EXPERIENCE:

• Master’s Degree in Social Work, Gender/ Women Studies, Public Health, International Human Rights, Law or other related field from reputed institution or university;
• With an overall work experience of more than 15 years, minimum of 10 years’ experience in managing programs and interfacing with government departments like WCD and Health;
• 3-4 years’ experience with demonstrated ability to manage projects addressing GBV/ women & girls’ health issues is desirable;
• Experience in strategic planning, management, supervision, and budgeting, and managing complex activities involving coordination with multiple program partner institutions.
• Ability to develop and communicate a common vision among diverse partners and the ability to coalesce and lead multi-disciplinary teams, with a bias towards experience with innovative solutions to GBV issues.
• Strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the project.
• Knowledge of USAID policies and procedures as related to program management.
• Proven ability to bring together a diversity of partners from different interest bases and create a business case that benefits all parties. For example, the ability to bring together the interests of diagnostics labs, private practitioners, non-traditional resource partners and pharmaceutical companies, etc. in a business model that addresses the public health problem of TB.
• Strong managerial ability, including the capacity to set and manage accountability of self and others;
