UNICEF, the world’s leading children’s rights organization working for
the rights of children, seeks a fixed-term appointment for the post of Admin
& Finance Assistant.
PURPOSE OF THE POST:
Under the supervision of the Senior Operations
Assistant, perform specific accounting and administrative functions in the
field office.
MAJOR DUTIES AND RESPONSIBILITIES:
1. Review invoices from vendors, contractors,
consultants and program requests / reimbursements from partners; certify cost
calculations, financial accuracy and adherence to UNICEF rules and regulations
and established SoPs. Following scrutiny, scan all relevant financial
documents for payment processing. Ensure safekeeping of financial records and
facilitate filing and retrieval of operations documents.
2. Provide logistics support and on-site facilitation for the organization of official meetings /events, coordinate with hotels / agencies and undertake related follow-up. Support the office with travel arrangements, transport management and inventory management. Support the Sr. Operations Assistant for admin-related tasks and function as backstop, as required.
3. Provide support to the Operations Team for the implementation of the HACT Assurance Plan including conducting spot checks and financial assessments of partners, both Government and NGO. Summarize the findings and observations, update the Sr. Operations Assistant and Programme Specialist/Officer, and initiate follow up action, as required. Support program sectors in the preparation of budgets / forecast and undertake bi-monthly analysis and review of expenditures and scrutiny of programme financial documents.
4. Assist the Sr. Operations Assistant in the periodic financial closure activities including the review of GL accounts, financial documents, undertake corrective actions. Assist in preparation of financial management reports related to travel, temporary assistance, consultants, etc. and reconciliation of vendor accounts. Assist in preparation and monitoring of cash forecast for the office.
5. Process local travel claims of staff members ensuring payments and adjustments are in accordance with rules and guidelines.
6. Process petty cash payments, prepare statements for replenishment of petty cash; also responsible for safe custody of petty cash. Ensure all receipts, including program refunds and staff recoveries are deposited in designated bank account with intimation to UNICEF New Delhi.
7. Assist Senior Operations Assistant in raising Funds Commitments, the preparation of monthly status reports and analysis of implementation and utilization of admin budget. Undertake any other task as required from time to time.

QUALIFICATIONS, SKILLS AND ATTRIBUTES
a) EDUCATION:
Completion of Secondary Education. Degree /
Training in Accounts & Administration highly desirable.
b) WORK EXPERIENCE:
Minimum Five (5) years’ experience in Accounting
& Administration. Knowledge and skills to use MS Office standard software
required. Working knowledge of SAP is desirable.
c) LANGUAGES:
• Fluency in English required (both written and
verbal).
• Knowledge of the local working language of the duty station is an asset.
