1. POSITION VACANT: State Capacity Building Lead (SCBL), State Capital
of Uttar Pradesh, Madhya Pradesh and Rajasthan
2. BACKGROUND: Strategic Alliance Management Services P Ltd. (SAMS) is aboutique management
consultancy that has focused exclusively for the past 18 years, on providing
recruitment, payrolling and supply chain management services, exclusively to
the public health and development sectors in India.
SAMS’ clients include bilateral,
multilaterals, I/NGOs and both Central and State Government organizations. SAMS has managed drug logistics and
health supplies for the Revised National Tuberculosis Control
Programme (RNTCP) at CTD,
MoHFW for the
past 15 years. SAMS has provided similar support to NVBDCP and briefly to NACP.
SAMS' has been awarded a large
supply chain capacity building project by Ernst & Young, for
equipping state health officers to pilot innovative changes to cold chain
logistics for vaccines in the states of Rajasthan, Madhya Pradesh and Uttar
Pradesh. This is an exciting, ‘breakthrough’ initiative that is expected to
transform the quality of vaccines available to the Universal
Immunization Programme (UIP)at the state and district levels.
The project is funded through December 2016.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Senior Capacity Building Lead will be based at State PMO of the representative states and under
the overall supervision of the project head, The SCBL shall be responsible for reporting to Project
Head,he/she will
be leading a team of capacity building officers, identifying the training needs
and coordinating capacity building activities at the state and district level
in special relation to the Electronic Vaccine Intelligence
Network (eVIN) system.
Key Job Responsibilities:
(1)
Identifying training requirements for all staff personnel in special context to
capacity building of Government staff and project staff on the Electronic Vaccine Intelligence Network (eVIN) that will include in depth
imparting of technical trainings involving IT for personnel under the
Government at various level with varied educational backgrounds;
(2) Providing technical support in reviewing and designing training schedules and maintaining a database of trainers and other resource persons;
(3) Organizing Training of Trainers (TOT) workshops at the state level and trainings on Electronic Vaccine Intelligence Network (eVIN) for all stakeholders at the state and district level;
(4) Plan and organize refresher training at regular interval and ensure training of newly positioned staff by the respective district VCCM;
(5) Manage a monitoring mechanism to track trainees and system for nomination of participants for various state training programmes to achieve universal coverage of eVlN trainings including refresher;
(6) Facilitating dissemination and exchange of expertise in the concerned field;
(7) Support in identification and addressing bottlenecks at the state level;
(8) Working closely with the State immunization Officer (SIO) and support with state NRHM on developing training plans and implementation of trainings at the state and district level;
(9) Partnership and networking with the state and district level health structures, project implementation agencies will be essential to ensure smooth capacity building workshops on eVIN. Undertaking field visits for 12 days in a month.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicants
must possess Master Degree in Public Health, Health Management, Community/
Social Development, Development Economics, Management and other related field.
Experience:
(1)
A minimum of 5-7 years of professional work experience at the State level in
managing training programmes in the development sector;
(2) Experience of working in the field of Routine immunization will be an asset;
(3) Experience in conducting and monitoring training programs in IT- Computer based trainings will be an asset.

Skills & Abilities:
(1)
Excellent interpersonal skills - ability to motivate people to action. Ability
to work in a multi-disciplinary, multi-cultural team;
(2) Should have intrinsic knowledge of the health system of country and states;
(3) Should have analytical. Negotiating, communication skills;
(4) Excellent written and verbal communications skills in English and Hindi are essential, knowledge of local language of the duty station will be an asset;

5. COMPENSATION OFFERED:
Gross
compensation for the position shall be attractive. The offer made to the
selected candidate shall be commensurate with qualifications, experience and
salary history.
(Note: Candidates shall be working on the payroll of SAMS, a leading HR Agency for the health and development sectors in India).
