Position Title: State Manager – Rajasthan
Reporting Line : Sr. Program Manager, North India 
Department: Program Implementation Department
Grade: D
Location: Jaipur, Rajasthan
Level of Contact with Children: 2 (sporadic direct interaction with children)

Job Purpose:


Direct and lead a team of professionals to plan, supervise and monitor the implementation of Plan India’s programs and projects in Rajasthan state through constructive partnerships with grassroots NGOs, government departments and technical resource agencies; to achieve the objectives of Plan India’s Country Strategic Plan in delivering immediate and lasting changes in the lives of deprived children, their families and communities.

Nature & scope of the job:

Within the broad parameters of the Country Strategic Plan (CSP), the job-holder will be responsible to ensure that Plan India Programs in Rajasthan state adhere to the standards and requirements of the Country Program Framework (CPF) and that the results and outcomes are delivered and reported in the context of Plan International’s Program Accountability and Learning System (PALS).

The job holder would ensure that all programs and project activities are in line with the approved policy and position papers of Plan India as circulated and revised from time to time.

The job holder will be the Plan India representative and primary contact person for all NGO partnerships of Plan India in Rajasthan state for implementation of long-term child centered community development (CCCD) programs.

Principal Accountabilities of the job:

• Supervisory role (may be direct line managerial and/or dotted line managerial) over all Plan India staff and consultants placed at the State Program Office based at Jaipur, Rajasthan;
• Leadership for cross-functional integration within the State Program Office team comprising of development professional and support staff to achieve the overall program and system deliverables;
• Supervisory and oversight responsibility for all Plan India’s long-term CCCD program partnerships in Rajasthan state, including full accountability for financial transparency and program quality;
• Management of programs implemented by NGO partners and ensure that they are contributing to Plan India’s Country Strategic plan and adhere to Plan’s global operating standards and policies;
• Formation of and management support to NGO networks, that enable alignment of Plan India’s programs in a wider context, and to incorporate best practices and learning into programs and projects in Rajasthan state;
• Provide feedback and contribute to Plan India policy and strategy development, with specific emphasis on operational development issues relevant to Rajasthan state.
• Represent the State Program Office, Rajasthan within the North India team and liaise effectively with the India Country Office, other State teams, NGO partner organizations, Local Forums, State Governments, Plan India Program Units and projects in Rajasthan;
• Ensure the provision of timely, accurate and reliable information for the needs of the marketing, fundraising and grants units, both in the proposal drafting and in the reporting process.
• Ensure Child Protection mainstreaming in all areas of strategy and policy and support the NGO partners in fulfilling their responsibilities in line with the Child Protection Policy and Guidelines.

Knowledge, Skills & Experience: 

Operational experience:

• Highly committed to the cause of deprived children in India with specific focus on Rajasthan state;
• Post-Graduate/Master’s degree from a recognized University in Social Work, Development Studies or a related field. Candidates with Doctorate in Social Work, Development Studies or a related field of Social Sciences are an added advantage. 
• More than 10 years in the area of promoting child rights and development, with 3 years’ experience in supervising a multidisciplinary team of development workers at the state level. 
• In-depth knowledge of the issues in the development sector in India with particular reference to their impact on children. 
• Working knowledge and understanding of international and national laws, policies, and development schemes related to child rights and systems for their guarantee and achievement in India. Specific experience of working on child rights in Rajasthan state will be an advantage. 
• Proven communications and leadership skills in motivating and leading a team of professionals. Ability to articulate and advocate on issues that concern children.
• Proven networking and relationship building skills in the Government and development field
• Excellent oral and written communication skills 
• Good facilitator, committed to a participatory and consultative management approach; team builder and coach
• Able to constructively manage conflicts; honest negotiator aiming for a win-win solution
• Financial management and planning skills
• Excellent computer skills (Windows environment) 
• Speaks, reads and writes English fluently; and speaking, reading and writing in Hindi – and another Indian language - will be an advantage
• Comfortable working as a member of a culturally diverse team
• Ability to perform multiple tasks and deliver consistently on deadlines

Managerial experience
• Proven project management skills to ensure individual projects 
• Partnership Management Skills
• Excellent networking skills & negotiation skills including with Government system.

Travel requirements: Up to 50% of time
