JOB DESCRIPTION


Training Officers (TO), eVIN Project, Lucknow (3), Bhopal (3) and Jaipur (4)


1. POSITION VACANT: Training Officers (TO), eVIN Project, based at Lucknow, Bhopal and Jaipur.
2. BACKGROUND Strategic Alliance Management Services P Ltd. (SAMS) is a premier management consultancy that has been focused, on providing supply chain management, recruitment and payrolling services, exclusively to the public health and development sectors in India for the past 18 years.

SAMS’ clients include bilaterals, multilaterals, I/NGOs and both Central and State Government organizations. SAMS has managed drug logistics and health supplies for the Revised National Tuberculosis Control Programme (RNTCP) at CTD, MoHFW for the past 15 years. SAMS has provided similar support to NVBDCP and briefly to NACP.
Ernst & Young (EY) has awarded SAMS a capacity building project, to help state and district health officers adopt innovative technology solutions in the states of Uttar Pradesh, Madhya Pradesh and Rajasthan. This is under the Electronic Vaccine Intelligence Network (eVIN) project, an exciting, ‘breakthrough’ initiative that is expected to improve the availability of quality vaccines to the Universal Immunization Programme (UIP), in the target states and districts.
The project is funded through December 2016.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Training Officers (TOs) shall be responsible for extending training to approximately 1,000 staff at the state and 14,000 at the district level. Each training shall comprise of two modules: a) eVIN solution software and b) Cold Chain and Vaccine Logistics Management.
While TOs shall be oriented to both components of the project, as above, they shall be required to formally train health functionaries, only on Cold Chain and Vaccine Logistics Management aspects and facilitateeVIN training delivered by a separate team of trainers. The trainings are meant to enable cold chain handlers and district level health staff to use eVIN software on laptop and mobile to help improve vaccine availability, with attendant benefits in terms of higher immunization and drop in the mortality of infants, in these states.
SAMS is looking for passionate, young trainers with a high level of engagement with immunization and improved child health. The project provides a tremendous learning opportunity to get acquainted with and deploy new age training and learning tools at state and district levels. This is an exciting opportunity to get associated with one of the largest immunization programmes in the world, targeting close to 27 million children and a similar number of women.
Key Job Responsibilities:
(1) Training of government and project staff on Cold Chain and Vaccine Logistics Management.
(2) Assisting the State Capacity Building Lead in the development of training plans and their implementation;
(3) Assisting in the review and design of training modules, and their field testing before actual use. Also assisting the State Cold Chain lead in the development of training schedules;
(4) Helping in the maintenance of a database of trainers and other resource persons;
(5) Assisting in organizing Training of Trainer (TOT) workshops, sensitization workshops, two day technical trainings at the state and district levels, as well as refresher trainings, at regular intervals;
(6) Undertaking field visits for the conduct of trainings for approx. 16 days every month;
(7) Supporting the Administrative Officer in making arrangements for training venues, training kits, meals, disbursement of TA/DA/HA claims of participants, etc.;
(8) Preparation of draft reports in respect of each training conducted;
(9) Conducting workshop evaluation and assessing the efficacy of training methodologies;
(10) Performing any other tasks related to planning and/or implementation of capacity building.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicants must be at least graduates, with an additional qualification in Public Health, Health Management, Community/ Social Development, Development Economics, Management, or related field.
Experience:
(1) Minimum one year’s experience of imparting training independently for public health projects is essential;
(2) Experience of conducting and monitoring IT/ computer-based training programs, will be an advantage.
Skills & Abilities:
(1) Excellent interpersonal skills, with the ability to motivate people to take action.
(2) Ability to work in a multi-disciplinary, multi-cultural team;
(3) Sound knowledge of health systems at the national and state levels;
(4) Effective analytical, negotiating and communication skills;
(5) Excellent written and verbal communications skills, both in English and Hindi are essential. Knowledge of the local language of the duty station, will be an asset;
(6) Good working knowledge of MS Office, especially Word, Excel and Power Point.
5. COMPENSATION OFFERED:
Gross compensation for the position is expected to be in the range of Rs. 25,000- 30,000 per month. This may be revised in the case of exceptional candidates.
Offers to selected candidates shall be commensurate with qualifications, experience and salary history. (Notes: Candidates shall be working on the payroll of SAMS, a leading HR Agency for the public health and development sectors in India. Travel, Lodging and Boarding expenses shall be extra, as per company policy).
