BACKGROUND:
CARE
India is a part of the CARE International
Confederation working in 84 countries for a world where all people
live in dignity and security.
CARE has been working in India for over 60 years, focusing on ending poverty and social injustice through comprehensive programs in health, education, livelihoods and disaster preparedness and response.

In recent years, CARE
India has been involved with improving the quality and coverage of
reproductive, maternal and child health, family planning, and nutrition
services in the states of Bihar and UP, in collaboration with the government
and key development actors viz. BMGF, DFID and the World Bank, amongst
others.
The Government of India,
Ministry of Rural Development had launched the “National Rural Livelihood
Mission” (NRLM) in June 2011 after restructuring its existing centrally
sponsored flagship Scheme “Swarnjayanti Gram Swarozgar Yojana” (SGSY). The Government
of India, through the National Rural Livelihoods Mission(NRLM) is
endeavoring to organize poor families into their institutions at various levels
and improve and enhance their livelihoods portfolio and socio-economic
well-being through them. This includes social, financial and economic inclusion
on a universal and saturation basis, and building their capacities to layer
various interventions on their own sustainably in social development, food,
nutrition, health, social and livelihoods security, accessing rights and
entitlements and convergences. The NRLM functions in a mission
mode for target based time bound delivery of outcomes. NRLM follows
a demand driven approach and states formulate their own poverty alleviation
plans on the basis of available allocation, resources and skills. Towards this
end,National Mission Management Unit (NMMU) of the NRLM provides
technical assistance to the states and the Ministry at the national level.
CARE India has been requested to strengthen the
National Mission Management Unit of NRLM towards achieving
this, by embedding a team of professionals into it. These team members shall
provide technical inputs and support various processes at various levels in NRLM including
strategy development, support planning, budgeting, capacity building,
coordination, monitoring and advocacy.

As
part of this broad agenda, NRLM is facilitating
technical support to states/SRLMs in implementing and rolling-out NRLM agenda
in the states.
JOB
DESCRIPTION/ RESPONSIBILITIES:
Under the guidance of Mission
Director, NRLM, and direct supervision of Chief
Operating Officer, Social Development, Lead - Health, NRLM (LHN),
shall be responsible for providing leadership and overall strategic direction,
oversight and guidance in extending technical support on issues relating to
Food, Nutrition and Health Security.
S/he will be part of the
core team of NRLM and represent and network with other
agencies as required. Programmatically, s/he reports to Chief Operating
Officer, NMMU and/or Mission Director, NRLM.
The LH-NRLM must
have significant proven experience in working with the institutions/collectives
of poor in taking up interventions in food, nutrition and health security
interventions. Sound knowledge of community-managed and/or public health
institutions and systems, particularly NRHM, ICDS and PDS is
desirable.
Key
Roles and Responsibilities:
(1) Providing support to State
Rural Livelihoods Missions (SRLMs) to design and implement
community-managed food, nutrition and health initiatives in the states;
(2) Initiating food, nutrition and health projects in states and providing technical support to SRLMs in this regard;
(3) Facilitating appropriate linkages for SRLMs with relevant resource agencies to integrate food, nutrition and health agenda in NRLM implementation;
(4) Facilitating convergence with programmes/ initiatives of other ministries in this area;
(5) Building and mentoring teams in NMMU and SRLMs to work on food, nutrition and health agenda;
(6) Leading and managing food, nutrition and health professionals at NMMU;
(7) Facilitating SRLMs to develop and implement guidelines and protocols for food, nutrition and health agendas, by integrating the same in the NRLM Framework;
(8) Facilitating SRLMs to design and develop capacity building modules and training materials and build capacity building architecture, resource pools/ teams etc., to take up capacity building in food, nutrition and health domain, for community and other various stakeholders;
(9) Supporting SRLMs with relevant analysis, state of the art knowledge, innovations, technologies and best practices of community-managed food, nutrition and health action for scaling up in the states through SRLMs;
(10) Supporting SRLMs in taking up action research to learn, build knowledge, develop models etc., in this domain for scaling-up;
(11) Supporting concurrent monitoring and data driven decision making processes in NRLM and SRLMs;
(12) Representing NMMU externally on the thematic aspects of food, nutrition and health, as appropriate;
(13) Positioning NMMU in relevant government forums and networks, around issues of strategic importance and impact;
(14) Serving NMMU as a member of its core management team;
(15) Performing any other related tasks consistent with the level of the post and/or assigned by the Mission Director, NRLM.

QUALIFICATIONS,
EXPERIENCE AND COMPETENCIES:
Qualifications:
Masters degree in Public
Health, Medicine, Social Sciences, Natural Sciences, Management, Development
Studies, or related field. MBBSs with extensive relevant experience, shall also
be eligible.
Experience:
(1) Applicants must have
at least 20 years of relevant experience in development sector, including eight
years in the health sector, with experience of design, planning and working in
large-scale social development government programs at the national or state
level;
(2) Proven track record
in working with institutions for the poor, in taking up food, nutrition and
health initiatives;
(3) Knowledge of public health institutions and systems, particularly NRHM, ICDS, PDS, etc.;
(4) Experience in coordinating and facilitating senior complex teams and providing management advisory services.

TENURE

COMPENSATION
OFFERED
The position offers
gross compensation of Rs. 22 to 25 lacs per annum, on a cost to organization
basis. The offer made to the selected candidate shall be commensurate with
qualifications, experience and salary history.
