3. JOB DESCRIPTION/ RESPONSIBILITIES:
CIMMYT would like to
engage a competent and organized professional, for the post of Accounts
Officer (AO), for a key flagship project i.e. The
Borlaug Institute for South Asia (BISA). AO will be reporting to theRegional
Finance and Administration Manager - BISA, s/he will be responsible for
analyze, monitor, account and report on the financial aspects of BISA in
compliance with the signed donor agreements and in accordance with BISA/CIMMYT’s guidelines
and standards.
Key
Responsibilities:
(1) Preparing vouchers and reviewing all supporting documents
before payments are processed;
(2) Maintaining financial books of accounts for BISA;
(3) Managing monthly payroll of BISA employees;
(4) Ensuring statutory compliances -Tax Deduction at Source, Provident Fund and others;
(5) Managing fund transfers to various BISA centers /farms; monitor fund balances and review liquidation reports; reconcile fund and bank balances;
(6) Ensuring full reporting and accounting of invoices from CIMMYT and to CIMMYT on a regular basis; managing petty cash;
(7) Supervising the Finance & Admin Assistants and provide guidance to the BISA centers/ farms;
(8) Coordinating with Finance & Admin Assistants and Farm Managers on financial issues
(9) Maintaining complete record of all important documents of BISA transactions; Coordinating with management to ensure that the financial implementation adheres to all other aspects of the donor agreements.
(10) Maintaining a complete list of the BISA fixed assets
(11) Providing support to CIMMYT India Finance Officer – Delhi during month-end and year-end closing of the books.
(12) Coordinating with CIMMYT India Finance Officer – Delhi and Administration staff for any issues related toBISA related transactions
(13) Coordinating with CIMMYT HQ for submission of periodic reports as required
(14) Reviewing and verify expenditures to ensure adherence to budgetary requirements; check purchase requisitions and ensure proper account charging of expenses.
(15) Preparing annual operational and Capital expenditure budgets
(16) Preparing financial reports for Management / EXCO and BOT
(17) Preparing financial reports for reporting and audit purposes
(18) Travel to farms and other offices to support the operations at the farms;
(19) Any other task assigned by Supervisor

Position
Specific: Accounts Officer BISA
(1) Assisting DG BISA and Country Liaison Officer- CIMMYT in
financial management and to support BISA field activities;
(2) Monitoring fund transfer to BISA centres;
(3) Monitoring progress of all financial activities at BISA centres;
(4) Supporting the achievement of BISA financial objectives by anticipating requirements, submitting information for budget preparation, scheduling expenditures, monitoring costs and analyzing variances, in adherence to financial and accounting regulations
(5) Liaising with all scientists at the regional office, department staff (logistics, administration and procurement) and other CIMMYT staff as needed to ensure that CIMMYT project activities are adequately supported in reaching program objectives and reporting requirements
(6) Providing advice to all program and operations staffs on the application and interpretation of accounting and financial rules, regulations, procedures and policies

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

(1) CA, CPA or Master’s degree in Business Administration/
Accounting;
(2) Knowledge of Accounting, Financial Management and budget planning;
(3) Adequate supervisory skills and experience.

Experience:
(1) At-least 5-7 years of experience after degree or 9 years after
graduation - requires conceptual knowledge of theories, practices and
procedures within a discipline;
Essential IT Skills:
(1) Proficiency in using standard windows-based software for
word-processing, spread sheets, presentations, internet, etc;
(2) Ability to effectively use corporate systems and other specialized applications (user);
(3) Basic knowledge of Windows Operating System and LAN.

5. COMPENSATION OFFERED:
Gross compensation for the position shall be attractive. The offer
