ChildFund India
has identified a project with a goal to improve the quality of early
childhood practices by strengthen capacities and global knowledge on ECD.In
alignment with the global Niche Core Program (NCP), ChildFund India becomes an
externally recognized agency for its technical depth and quality programming on
Early Childhood Development (ECD) by 2018.
With this
objective in mind, ChildFund India proposes to build a Center for Learning and
Excellence on ECD (CLEECD) to drive the agenda of ECD within the country which
will be established in Delhi. CLEECD is a unique project of ChildFund India
which comprises of technical people with an objective to build the capacity of
ChildFund India staffs, partners, government functionaries and communities in
ECD to improve the effectiveness of program in Infant & Young Children
(Life Stage 1). The project is aiming at creating a self-sustaining Centre of Excellence
on Early Childhood Development (ECD) aligned with national childhood care and
education policy, which will be equipped with necessary resources (develop
tools, modules, manuals, job aids and web resources) to impart quality ECD

Title: Technical Specialist – Child Development

SUMMARY
The Technical Specialist – Child Development reports to
the Technical Advisor, Life Stage 1 (TA, LS1) and is responsible for providing
technical guidance on pre-school education, early childhood stimulation and child
development. The incumbent will expert of the subject and providing guidance to
partner organization for tracking progress of the child for home based (birth
to three years) and centre based (3-6 years) intervention. S/He will
support the TA, LS1 in programmatic roll out of Early Childhood Development
program.
DUTIES & RESPONSIBILITIES
- Be responsible for developing program
design/intervention package, M and E system forpre-school education, early
childhood stimulation and child development program.
- Develop implementation plan for pre-school
education, early childhood stimulation and child development intervention
in ChildFund India’s entire program.
- Ensure that submission of reports from partner is
timely/accurate/adequate and effectively used for program management, and
to initiate mid-course corrections.
- Support linkages and resource mobilization for
ChildFund India through networking and linkages with other external
organization, corporate, foundations and other resource organization.
- Provide direct technical support in line with
specific project objectives and/or facilitate quality external technical
support through facilitating the identification of quality consultants,
preparing Scopes of Work and regularly reviewing their progress as per
expected deliverables.
- Actively participate in state, and national level
forum as appropriate in strategic planning process.
- Develop linkages with organizations working on pre-school
education, early childhood stimulation and child development.
- Develop ready to use proposal for Early Childhood in
line with the global strategy, core outcome and country strategy for
external funding.
- Conduct regular technical assistance visits to the
field and areas offices for regularly monitoring the implementation of
programming related to infant and evaluate the effectiveness of these
activities in the attainment of our core outcome.
- Develop success stories and lesson learnt from the
field for wider dissemination.
- Providing program guidelines and approvals,
monitoring program quality including necessary interventions and
reporting.
- Facilitating learning and capacity building through
internal and external resources to support projects designed for the
specific age-group.
QUALIFICATION/EXPERIENCE
- Post graduate degree in a relevant field, such as
Sociology, Development studies, child development or early childhood
development preferably from premier institutions.
- Minimum of 6-8 years of experience in providing
technical assistance to early childhood in pre-school education, early
childhood stimulation and child development program.
- Good knowledge of current issues, policies and best
practice in child development program, particularly in early childhood
stimulation and pre-school education, both nationally and internationally.
COMPETENCIES
- Strong expertise in providing technical inputs for
program development, development of training and capacity building manual,
IEC materials, research & evaluation, advocacy and networking issues
pertaining to early childhood development program.
- Excellent written and verbal skills in English and
one of the regional languages.
- Abilities to write project proposal for new
opportunities.
- Willingness to undertake large number of competing
demands.
- Ability to work under pressure and deliver quality
results with minimum supervision.
- Strong fundraising and interpersonal skills.
- Willingness to undertake field visits often to rural areas.
