Brief on the Organization:

The Public Health Foundation of India (PHFI) is working towards building a healthier India.

Project Brief: 


The HIV/AIDS Partnership: Impact through Prevention, Private Sector and Evidence-based Programming (PIPPSE) Project will be managed by a Consortium, led by PHFI as the Principal Recipient and, Futures Group and Population Services International (PSI), as Sub Recipients. The PIPPSE Project aims to “strengthen the institutional and human capacity in prevention programs and private sector engagement through innovative approaches to contribute to achieving the goal of accelerating the reversal of HIV epidemic at the national and state levels.” The project will achieve its goal through: (1) evidence-informed, demand-driven technical assistance to Department of AIDS Control (DAC) and State AIDS Control Societies (SACS) in project focus states (currently Goa, Maharashtra, Tamil Nadu, Kerala, Gujarat, Rajasthan, Uttarakhand and Uttar Pradesh), to improve the quality of Targeted Intervention programs for Most At Risk Populations (MARPs) and Bridge Populations (Migrants and Truckers); and to promote private sector engagement in HIV/AIDS programs and services; and (2) Promotion and sustaining innovations and demonstration models to improve the coverage and access of MARPs and Bridge Populations to a continuum of prevention-to-care services. The Technical Support Unit – Kerala will be supporting the Kerala State AIDS Control Society

Deliverables:

The Program Officer - STI is required to focus and bring in technical and professional expertise in the STI program under State AIDS Control Society in the State. The Program Officer - STI will be responsible for scaling up STI services for Most-At-Risk Populations (MARPs), Bridge Populations and general population by building the capacity of service providers, regular monitoring, onsite mentoring and supportive supervision. He /she will coordinate and ensure for regular drug supply, quality of syphilis testing and other clinical services of all the STI services under State AIDS Control Society.

• To visit all the designated clinic and preferred providers in the district at least once every two month and spends 15 days in the field every month.
• Supervise and mentor every provider and designated clinic staffs for recording and reporting.
• Monitors patient wise prescription for quality of diagnosis and treatment given to patients through documentation audit. Any gaps identified are corrected and provider receives on site tutoring on correct syndromic case management.
• Provides ongoing skill building and clinical support to the non MBBS providers for imparting good quality STI/RTI care to the HRG and provide supervision in drug dispensing.
• Provides necessary support to the TI NGO in selection and placement of the preferred providers in the TI Intervention area and also provide capacity building support to all the TI NGO staffs.
• Coordinates with the private providers of the clients of the HRG and provides mentoring and ensures timely reporting from them. Scrutinizes the monthly report sent to SACS. Performs data analysis and provides epidemiological pattern of STI/RTI in the community. Facilitate TIs in report compilation from all the providers and sending monthly reports in CMIS format. Responsible for regular data flow to SACS/DACS.
• Supervises the drug and condom logistics and prevents drug and condom stock outs in the district.
• Works closely with the STI focal person in SACS and provide all necessary support in strengthening STI programme in the state.
• All field visits would be followed up with a detailed tour report to be submitted on a daily basis and a detailed report within 3 days of completion of tour
• To provide necessary support to the TI NGO in selection and placement of the preferred providers in the TI intervention area and also provide capacity building support to all the TI NGO staffs.
• To provide on-going skill building and clinical support to the non MBBS providers for imparting good quality STI/RTI care to the HRG and provide supervision in drug dispensing.
• To facilitate the supportive supervision to the preferred provider on syndromic management of STI/RTI.
• To facilitate Supportive supervision, handholding and regular STI reporting of TI Intervention (FSW, MSM, IDU, and Trucker) of State AIDS Control Society.
• To facilitate linkages between targeted interventions with designated & franchised STI service providers
• To provide support to TI NGO in compiling reports from all the providers and send monthly reports in CMIS format and scrutinize the monthly report before it is sent to SACS.
• Perform data analysis and provides epidemiological pattern of STI/RTI in the community. Responsible for regular data flow to SACS/NACO.
• To assist STI Specialist to supervise drug and condom logistics and to prevent drug and condom stock outs in the district.
• There will be quarterly supportive supervision visits to each of TI projects for the strengthening of STI services to HRGs.
• Ensure close monitoring of service provision by the preferred provider so that there is appropriate utilization of STI budget provided to TI NGO. 

STI Designated:

• Works closely with the STI focal person in SACS to provide all necessary support in strengthening STI program in the state (including Designated STI/RTI clinics and NRHM convergence).
• Assist STI focal person in Kerala State AIDS Control Society to facilitate capacity building of Medical Officers, Counselors, Nurses and Lab Technicians of designated STI/RTI clinics of Kerala State AIDS Control Society.
• Strengthening STI/RTI services by quarterly Supportive supervision of designated STI/RTI clinics of Kerala State AIDS Control Society.
• Ensure regular reporting of STI services.
• Strengthening linkages between designated STI clinics & TI activities
• Facilitate Supportive supervision to these clinics with trained regional resource faculties quarterly
• Supervise and mentor every STI provider for recording and reporting.
• Monitor patient wise prescription for quality of diagnosis and treatment given to patients through documentation audit. Any gaps identified are corrected and provider receives on site tutoring on correct syndromic case management.

Qualification & Experience: 

Essential

o MBBS with 1 to 3 years’ experience or MD with at least 1 year of experience in public health, STI/HIV/AIDS, and/ or sexual and reproductive health delivery programs, with exposure to clinical care, operations research, surveillance and/or laboratory testing.
o Professional level of knowledge and expertise in research methods, research management and monitoring are desirable.

Desirable

o Ability to work in a team, excellent oral and written skills in English and computer proficiency are essential. 
o Experience with designing and developing training modules. Demonstrated writing and editing skills; ability to draft clear and effective briefing papers 
o Strong analytical and negotiation skills 
o Excellent knowledge of Local languages and English (Speaking, Reading and Writing) 
o Computer literacy and Good communication skills 
o Willingness to travel extensively. 
o Motivated, energetic, thorough, and responsive to the needs and interests of peers

Annual Salary (CTC) will be approximately Rs. 480,000/- and will be based on the available skills and fitment of the incumbent as per the selection process.
