1. POSITION VACANT: Director (Human Development)
2. ORGANISATION BACKGROUND: The Society for Elimination of Rural
Poverty (SERP) was established by the Government
of Andhra Pradesh (GoAP) as the primary support structure to
facilitate poverty reduction through social mobilization and improvement of
livelihoods of the rural poor in Andhra Pradesh. SERP works on
a comprehensive multi-dimensional poverty alleviation strategy by focusing
equally on Livelihoods and Human Development. The fundamental unit of
development at SERP is the rural poor households and all
interventions of SERP strive to achieve essentially two
outcomes - sustainable per capita household incomes of Rs.100, 000/- per annum
from multiple livelihoods sources and improved Human Development Indicators.
Operating on the fundamental premise that empowerment and participation are the
crux of development, SERP works through community-based
organizations to address poverty eradication.

3. PROJECT BACKROUND:
GoAP has approved the Andhra
Pradesh Rural Inclusive Growth Project (APRIGP) for implementation by AP-SERP in
150 backward mandals of the state. APRIGP shall
enable selected poor households enhance agricultural incomes and secure
increased access to human development services and social entitlements. The
project period for implementation is from February 1, 2015 to February 1, 2020.
The project is proposed to have 5 components; a) Value Chain Development
through Producer Organizations; b) Human Development; c) Social Development,
Safety Nets and Entitlements; d) Mission Support, ICT, TA and Partnerships and
e) Project Implementation Support.
The focus of Component 2 (Human Development) is to enable the
demand side of community organizations to hold the supply side of service
providers accountable for service delivery in the Human Development (HD)
sector, as well as to improve HD service delivery by strengthening
the existing public systems to deliver quality services. This will have three
sub-components:
- Strengthening the demand for
quality nutrition, health, sanitation and pre-school education services;
- Strengthening service delivery
by supporting the Social Empowerment Mission;
- Linkages with value chains to
improve household level food consumption patterns.
4. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Chief Executive Officer (CEO), AP-SERP;
the Director (Human Development) shall have overall responsibility
of ensuring achievement of expected results for the Human Development vertical
at SERP.
Key Responsibilities:
(1) Forging partnerships with concerned line departments and
influencing all field level staff, to ensure the widest possible participation
in the health and wellbeing agenda;
(2) Taking the lead for intensive planning for implementation of Human Development (HD) projects;
(3) Co-ordinating with high level authorities like CEO, Directors of other Departments, etc.;
(4) Organizing and heading meetings related to HD;
(5) Co-ordinating with field and state level teams, to ensure effective functioning of programmes;
(6) Co-ordinating with technical agencies and relevant line departments to support the HD unit;
(7) Working closely with HR to understand the organisational structure;
(8) Ensuring monthly monitoring and review, along with Technical Resource Agency of district level HDCoordinators;
(9) Keeping abreast of APRIGP norms and advising the Human Development team on necessary changes, if required;
(10) Performing other related duties as assigned by the CEO, APSERP.

5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications:
(1) Post-graduate degree in Public Health, Public Policy and/or
Administration, Rural Management, Environmental Sciences or Social Sciences
from a reputed institute.
Experience:
(1) Minimum 13 to 15 years in rural development with prior
experience in managing Human Development projects;
(2) Minimum five years of experience in the field of public health, water and sanitation, community nutrition or rural development, with national and international organizations.
(3) Experience in handling large-scale projects for government/ bilateral organizations;
(4) Excellent knowledge of employment legislation and the regulatory framework in India.

Skills:
(1) Excellent communication skills in English, and knowledge of
Telugu is highly desirable
(2) Excellent Project Management skills;
(3) Good knowledge about Panchayati Raj Institutions (PRI) and government structures;
(4) Excellent computer skills, particularly MS Office;
(5) Sensitivity to the needs of rural poor;
(6) Good working knowledge of computer programs such as Word, Excel etc.

6. COMPENSATION OFFERED:
The offered compensation for this position shall be attractive.
The offer made to the selected candidate shall be commensurate with
qualifications, experience and salary history.
7. LOCATION: Vijayawada with visits
to field locations, as and when required. Initial reporting will be at
Hyderabad
