State level Expert (MIS and Analytics)
2. ORGANISATION BACKGROUND: The Society for Elimination of Rural
Poverty (SERP) was
established by the Government of Andhra Pradesh (GoAP) as the primary support structure to
facilitate poverty reduction through social mobilization and improvement of
livelihoods of the rural poor in Andhra Pradesh. SERP works on a comprehensive
multi-dimensional poverty alleviation strategy by focusing equally on
Livelihoods and Human Development. The fundamental unit of development at SERP is the rural poor households and all
interventions of SERP strive to achieve essentially
two outcomes- sustainable per capita household incomes of Rs. 100,000/- per
annum from multiple livelihoods sources and improved Human Development
Indicators. Operating on the fundamental premise that empowerment and
participation are the crux of development, SERP works through community-based
organizations to address poverty eradication.

3. PROJECT BACKROUND:
GoAP has
approved the World Bank supported Andhra Pradesh Rural Inclusive Growth
Project (APRIGP) for
implementation by AP-SERP in 150 backward mandals of the
state. APRIGP shall enable selected poor households
enhance agricultural incomes and secure increased access to human development
services and social entitlements. The project period for implementation is from
February 1, 2015 to February 1, 2020. The project is proposed to have 5
components; a) Value Chain Development through Producer Organizations; b) Human
Development; c) Social Development, Safety Nets and Entitlements; d) Mission
Support, ICT, TA and Partnerships and e) Project Implementation
Support.
4. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to Director (M&E), the State level Expert (MIS and Analytics) shall primarily be responsible
for data and information management, enabling compilation and analysis of data
from various levels pertaining to routine program monitoring. S/he will also be
responsible for collating, analysing and interpreting data from project staff
members and other units as required. S/he will facilitate the implementation of
data collection and compilation for project MIS at the block, district and
project levels.
Key Job Responsibilities:
1) Leading the development of material, publication or any
document related to the project work, particularly those on best practices,
case studies and process documentation;
2) Working closely with the MIS Technical Service Providers to understand the data from the field, to identify the issues/ topics which need to be publicized and to create data visualizations;
3) Undertaking field visits to identify best practices and document them in Telugu and English;
4) Capturing best practices and lessons learned from the program being implemented in 13 District Project Management Units (DPMUs) and 4 Tribal Project Management Units (TPMUs) and disseminating for its wider replication;
5) Supporting the unit in developing monthly, quarterly progress reports, and annual reports;
6) Participating in relevant meetings as required;
7) Participating and undertaking assignments as assigned by the Director, M&E and the CEO, AP-SERPfrom time to time

5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
1) Applicant must possess Post graduate degree in Management/ Public Policy or related stream from a reputed institute or MA in Literature/ Mass Communication/ Social Work/ Social Sciences;
2) One year diploma in data visualization or graphic/print design experience shall be preferred;
Internships in documentation work with national and international organizations shall be desirable;
3) Basic statistics coursework or training shall be desirable.
Experience:
1) At least 5 years’ experience in analyzing and presenting data for decision making support, reporting to multiple stakeholders and in suitable formats, preferably with large NGOs, private sector or with development projects
2) Exposure to and understanding of the SHG development framework is desirable but not essential

6. COMPENSATION OFFERED: Gross compensation for the position shall be
attractive. The offer made to the selected candidate shall be commensurate with
qualifications, experience and salary history.
7. LOCATION: Vijayawada with visits to field
locations, as and when required. Initial reporting will be at Hyderabad
