Project Manager (Procurement)
2. ORGANISATION BACKGROUND: The Society for Elimination of Rural
Poverty (SERP) was
established by the Government of Andhra Pradesh (GoAP) as the primary support structure to
facilitate poverty reduction through social mobilization and improvement of
livelihoods of the rural poor in Andhra Pradesh. SERP works on a comprehensive multi-dimensional
poverty alleviation strategy by focusing equally on Livelihoods and Human
Development. The fundamental unit of development at SERP is the rural poor households and all
interventions of SERP strive to achieve essentially
two outcomes- sustainable per capita household incomes of Rs. 100,000/- per
annum from multiple livelihoods sources and improved Human Development
Indicators. Operating on the fundamental premise that empowerment and
participation are the crux of development, SERP works through community-based
organizations to address poverty eradication.

3. PROJECT BACKROUND:
GoAP has
approved the World Bank supported Andhra Pradesh Rural Inclusive Growth
Project (APRIGP) for
implementation by AP-SERP in 150 most backward mandals of the
state. APRIGP shall enable selected poor households
enhance agricultural incomes and secure increased access to human development
services and social entitlements. The project period for implementation is from
February 1, 2015 to February 1, 2020. The project is proposed to have 5
components; a) Value Chain Development through Producer Organizations; b) Human
Development; c) Social Development, Safety Nets and Entitlements; d) Mission
Support, ICT, TA and Partnerships and e) Project Implementation
Support.
APRIGP is very
Procurement Intensive. Significant volume of procurement of Goods &
Equipment and related non-consulting services and Consulting Services form an
integral part of the Project. Some amount of procurement of small works is also
envisaged. The procurement of Goods, Equipment and Works in the project will be
done in accordance with World Bank Guidelines: “Procurement of Goods, Works and
Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World
Bank Borrowers, 1st July. The selection of Consultants in the project will be
done in accordance with World Bank Guidelines: “Selection and Employment of
Consultants under IBRD Loans and IDA Credits & Grants by World Bank
Borrowers, 1st July 2014.
4. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Director Procurement,
the State Procurement Manager shall be managing the supply and
logistics operations for the project with significant impact on programme
delivery, services, supply and logistics, processes and systems.
Key Responsibilities:
(1) Facilitating and coordinating establishment of the Annual Plan
for procurement of services and/or goods in alignment with the World Bank
Guidelines;
(2) Drafting Invitation to Bid (ITB) Requests for Proposal and Quotations (RfPs and RfQs), evaluating submissions to ensure compliance with specifications and assist in analyzing offers according to selection criteria;
(3) Negotiating fee rates, checking feasibility of draft TORs, concluding contract and monitoring contract execution and preparing justifications to Contract Review Committee of the procurement agency when needed;
(4) Organizing and transmitting documentation related to offers, evaluation criteria, and correspondence with bidders;
(5) Managing the purchase ordering process, examining and analyzing adequacy of information ensuring that appropriate levels of authorization is received prior to releasing the orders according to SOPs;
(6) Maintaining database and organizing vendor files, catalogues, technical literature and price information for ready access; establish call-up system to follow up on procurement orders being held up;
(7) Analysing and evaluating information regarding vendor performance with regard to quality, price, delivery and equipment, and ensuring that it conforms to supplier qualification operating procedures;
(8) Tracking shipments through forwarders, agents, tracking documents and partner information, throughout the shipment process.

5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
(1) Minimum a Master’s degree in Business Administration, Management, International Economics, Engineering, International Development, Contract/ Commercial Law
and/ or
(2) Specialization in directly related areas including credited courses in supply, logistics, purchasing or contracting or equivalent educational qualification in relevant areas (transport or logistics operations/management, supply management, etc.).
Experience:
(1) Minimum five years of progressive experience in procurement, contract management, logistics and supply management in the organizations which follows World Bank guidelines;
(2) Experience in national/ international agencies shall be desirable;
(3) Govt. Officers who can work on deputation shall be preferred.
Skills & Competencies:
(1) In depth knowledge of Procurement Management;
(2) Knowledge of RFPs/Forward auction/Reverse Auction & E-auctions, etc.;
(3) Knowledge of managing inventory, transport, and diverse logistics operations (e.g., programme supply and logistics) in the international environment;
(4) Knowledge of supply/contracting/logistics policies, goals, strategies, and approaches;
(5) Knowledge of establishing strategic, long term and sustainable procurement arrangement;
(6) Knowledge of financial and legal implications in procurement process;
(7) Responsible, good organizational skills, efficient, strong problem-solving skills;
(8) Ability to do multi-tasking;
(9) Ability to lead teams and also be a good team player.

6. COMPENSATION OFFERED:
Gross compensation budgeted for the position shall be attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
