Save the Children BR (SC BR) is looking for an outstanding professional to lead the development and consolidation of a framework for impact assessment and learning through which SC BR will be able to build the evidence base for advocacy, measure progress towards the achievement of its objectives, build accountability to stakeholders, and continually improve its work on the basis of learning.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The National Thematic Manager- Education shall act as an advisor to the Leadership on thematic area of Education and be responsible for the design and implementation of Education thematic area for Save the Children in India. S/he shall design the Policy & Advocacy Plan pertaining to the Education for the state and national level. 
Key Job Responsibilities:
A. Thematic Direction
(1) Lead, develop and expand the Education thematic plan & strategy in line with Save the Children’s overall strategic plan; 
(2) Providing thematic inputs to the Advocacy strategy by closely working with the ACC Team by continuously reviewing the policies and gaps at the national and state levels; 
(3) Ensure building of a capability, building framework pertaining to the thematic area so that the technical expertise is percolated to both the staff and partners of Save the Children.
(4) Build systemic processes to increase the quality of the programs;
(5) Provide inputs to strengthen systems such as M&E, KM etc. and contribute to program process essentials such as baseline, concurrent and final evaluation of the projects;
(6) Lead in developing a ToR for Internal Implementation experiences and evidences;
(7) Guide on relevant data & statistics techniques and defining the boundaries of data source thereby creation of quantifiable framework of measuring and monitoring results on the thematic sector;
(8) Document and share the best practices at the projects in the thematic area through publications, papers and thought-ware;
(9) Represent Save the Children’s thematic expertise in international forums; coordinate and support national and international networks.
B. Program Execution
(1) Chart out a detailed operation plan clearly spelling out all the goals, objectives and milestones from the projects and align it with the geographic imperatives;
(2) Guide and build capacity of the thematic and program coordinators to ensure optimal and gainful utilization of process resources;
(3) Provide inputs to the Internal Communication framework pertaining to the thematic area;
(4) Co-ordination of state/other geographic or specific grouping contribution to national strategy to ensure overall coherence, relevance and adherence to agreed TPP. Advise corrective actions / expediting activities if there are back logs depending  upon the observations from direct monitoring / review of program progress;
(5) Provision of technical expertise and assistance to Programme Co-ordinators at field level; 
(6) Development of a learning programme for relevant field staff to increase overall programmatic excellence in Education;
(7) Representation of SC BR, nationally or internationally, on Education issues in close liaison with Head of Advocacy & Policy;
(8) Development and maintenance of organizational relationship with key academic or other professional institutions on Education in close liaison with Policy and Research Manager.
C. Partnership Management
(1) Develop high-quality proposals pertaining to the theme, proactively identifying new opportunities, and responding quickly and professionally to requests for proposals from Donors, Save the Children Alliance members, in India and internationally;
(2) Guide thematic point of view on all proposals;
(3) Strengthen partner selection process by developing/reviewing thematic assessment of partners.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicants must possess a Post-graduate degree in social sciences or related discipline from a recognised university or college.
Experience:
Applicants must possess three to five years senior level experience in a (international) development organization to include: 
(1) Strategic programme development at national level on Education;
(2) Rich experience in advocacy at state and national level by working on and with children, communities, NGOs, donors and government departments;
(3) Proven expertise and recognition in subject area.
Skills and Competencies:
(1) Strong leadership and interpersonal skills to lead effectively in a non-line management role;

(10) Good understanding of cultural, social, and political issues;
(11) Good relationship building including skill sharing and developing/supporting others
(12) Strong knowledge of child education / protection;
(13) Commitment to and understanding of SC BR’s aims, values and principles;
(14) Ensure compliance with SC BR’s policies and practices, including the Child Protection Policy.
