3. JOB DESCRIPTION/ RESPONSIBILITIES:
The MIS Manager shall be responsible for leading the MIS unit at the headquarters and will work closely with all state offices to ensure effective implementation of BRISK. BRISK is aimed at monitoring program interventions to assess achievement of envisaged outcomes and impact and to contribute to improving program design. The MIS Manager will also be responsible to ensure that all project MIS in the organisation is linked to BRISK. A key responsibility of the MIS Manager is to present to the organisation key analysis and action points emerging from this analysis.
Knowledge Management (KM) Function at Save the Children: Structure and Responsibilities
The KM Team at the national headquarters is headed by the Director-Knowledge Management, who is part of the senior management of the organization. Beyond the national headquarters, the KM team has members positioned in state offices. Most of the state offices have 1 Knowledge Management Coordinator each who reports to the respective State Program Manager.
This team is responsible for conceptualizing, awarding and supervising the evaluations (baseline, mid-line and end-line) and other studies related to all projects undertaken by Save the Children India, though some of the studies are directly commissioned by State Offices of Save the Children. Barring some small studies, all the studies are contracted out to external consultants/ agencies. This contracting is governed by a standard procurement process.
The team is also responsible for producing the flagship publications of Save the Children every year in collaboration with external experts. Two such publication has already been produced which were focused on Girl Child and Urban Child.
The team also manages the management information system (MIS) of Save the Children and developing comprehensive MIS which called BRISK (Bal Raksha Information System for Knowledge). 
Key Job Responsibilities:
(1) Lead MIS unit at all forum;
(2) Supervise the completion of designing and implementation of BRISK, a Web Based MIS system for all thematic areas. This will entail the following:
(a) Integrate BRISK on all on-going long term projects;
(b) Ensure quality checks are built into the system and work to maintain integrity, consistency and accuracy of the data collected and uploaded;
(c) Regularly review LFA of new grants for the purpose of integrating the same with BRISK;
(d) Develop and regularly update user reference manual for BRISK. This manual will outline details of the input and output formats, analysis and calculations used in the analysis etc.;
(e) Ensure regular capacity building at partner, project, state and national level on BRISK;
(f) Ensure creating, maintaining and periodically reviewing documentation of BRISK, applications and processes used within BRISK or disseminated to other staff; 
(g) Ensure help-desk and on-site technical support on BRISK at all levels; 
(h) Ensure regular update to SMT and BOARD on KM, and Program indicators;
(i) Undertake regular assessment on upgrades of hardware and software systems for BRISK at all levels;
(3) Work closely with the state level KM coordinators for effective implementation of BRISK
(4) Develop costing guidelines for new projects that can be integrated in all new proposals
(5) Develop and implement Data Quality standards in across organisation for all monitoring and evaluation activities;
(6) Support in developing/ refining “Result Framework” for all thematic areas viz. Health and Nutrition, Child Protection, Education, Poverty, Advocacy, Disaster Risk Reduction and Humanitarian and ensure harmonization with SC International Global strategy; 
(7) Conceptualize and develop MIS requirement for donors and new grant proposals;
(8) Conceptualize, develop and implement KM Product i.e. Dynamic intranet, discussion forum for the organization so that can build a strong platform for Knowledge Hub and sharing or learning;
(9) Conceptualize and develop Terms of Reference;
(10) Manage process for selection of external agency for developing MIS, conducting studies and coordinate with them on day to day basis for ensuring smooth completion of product/ study;
(11) Develop and monitor budget for Knowledge Management Unit;
(12) Keep tight focus on the important data (primary and secondary) so that data driven decisions can be taken for strengthening the program;
(13) Track and present program indicators findings to all units for program strengthening;
(14) Provide regular support to advocacy unit for monitoring the advocacy initiatives in Advocacy Measurement Tool and generate evidence based report; 
(15) Coordinate with teams of program management, advocacy, and grants management for smooth functioning of the M&E activities;
(16) Provide technical support to program team, state offices, partner staff and team member on M&E issues;
(17) Produce periodic national level reports, fact sheet from the MIS and support state teams in producing state level reports;
(18) Establish a mechanism for maintaining data sets for all evaluations and research studies and use these for further analysis
(19) Manage and mentor team members;
(20) Manage external stakeholders to ensure the efficient and accurate exchange of information;
(21) Manage effective communication and resolution of problems within time;
(22) Technical support on M&E to state and project level Knowledge Management Coordinators/officers;
(23) Lead on reporting to SC international on regular basis for all thematic area as well as on REACH;
(24) Work closely with the LI Manager to develop logframes;
(25) Conceptualize, design and implement new technology solutions to improve productivity of Web based MIS such as real time data collection through tablet and mobile;
(26) Carry out any additional responsibilities as assigned by the Director Knowledge Management from time to time.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicants should possess Masters Degree in Social Work/ Public Health/ Social Sciences/ Statistics or equivalent from a reputed globally recognized institute.
Experience:
(1) Minimum 10 years’ experience in designing and executing complex MIS in large-organizational setting;
(2) Experience in large-scale data analysis and management using both primary and secondary data;
(3) Advanced data management skills, including knowledge of MS Access, PowerPoint, Excel and SPSS.
Skills and Competencies:
(1) Deep understanding of large-program data needs, data handling and analysis technologies;
(2) Proven ability to lead, strategize, conceptualize, design, develop, implement and continuously improvise a robust Management Information System; 
(3) Demonstrated ability to objectively analyse data and an eye for detail;
(4) Demonstrated ability to present complex data into simple understandable information for diverse audience;
(5) Excellent interpersonal, communication and presentation skills in English and Hindi;
(6) Ability to function effectively as a team member;
(7) Demonstrated learning agility, pro-activeness and openness to embrace new technologies at work; 
(8) Demonstrated ability to train and build capacity of others;
(9)  Ability to plan, conceptualize and deliver effective projects;
(10) Excellent analytical and problem solving skills;  
(11) Willingness to travel extensively in India, including rural areas to the program;
(12) Proficiency in statistical software package like SPSS, STATA, SAS.
