INTRODUCTION:
Underlying
Values and Core Functions of WHO
All the Member States of WHO in the South East Asia Region
(SEAR) share the common value of the highest attainable standard of health as a
fundamental human right. All of WHO actions are based on this and rooted in the
underlying values of equity, solidarity and participation.
The seven point global health agenda contained in WHO’s
Eleventh General Programme of Work (2006-2015) includes: (i) investing in
health to reduce poverty; (ii) building individual and global health security;
(iii) promoting universal coverage, gender equality and health related human
rights; (iv) tackling determinants of health; (v) strengthening health systems
and equitable access; (vi) harnessing knowledge, science and technology; and (vii)
strengthening governance, leadership and accountability.
WHO’s mandate revolves around six core functions: (i)
providing leadership on global health matters; (ii) shaping the health research
agenda; (iii) setting norms and standards; (iv) articulating evidence-based
policy options; (v) providing technical support to countries; and (vi)
monitoring and assessing health trends.
WHO – SEAR is made up of 11 countries, with over 1.8
billion people, including India’s population of 1.2 billion. The diversity of people
and health situations requires, on the demand side, a solid understanding of
the emerging socio-economic, epidemiologic and demographic patterns and trends
at both the aggregate as well as national and sub-national levels, with due
sensitivity to disadvantaged populations and vulnerable segments of the
society. On the supply side, it is equally crucial to have a solid
understanding of the commonalities and divergences of the health systems, the
circumstances and political economy under which they have evolved and operate.
Mission of the
WHO Country Office for India
Within the framework of WHO’s Country Cooperation
Strategy, the mission of WCO-India is to support India in: developing and
sustaining its own health policies, health systems and public health
programmes; (ii) working to prevent and overcome threats to health; (iii)
anticipating future challenges; and (iv) advocating public health.
Description of
Duties:
Under the overall guidance of the WHO Representative to
India, Project Manager of National Polio Surveillance Project of WHO- India and
the direct supervision of the Deputy Team Leader - Data and National Data Team
Leader with a view to achieve the expected results set out in the relevant
WCO-India work plans in accordance with the WHO’s country cooperation strategy
with India, the incumbent will have the following responsibilities in her/his
assigned area of work:
- Monitor and ensure accurate and
timely collection collation and dissemination of disease surveillance,
immunization, health systems, research studies and survey data through
supervision of assistant data analyst and data entry assistant.
- Oversee and correlate case data
with laboratory data to generate consolidated data for analysis.
- Ensure timeliness, completeness
and accuracy of data collected and disseminated.
- Oversee the development and
maintenance of queries and programs for data cleaning, data analysis,
related reports and bulletins.
- Monitor and ensure timely
dissemination of data, indicators, reports and bulletins.
- Monitor and ensure timely
collection, collation and dissemination of demographic and geographic
data.
- 7Oversee and apply quality checks
on the data and the analyzed reports so as to ensure quality of data and
reports disseminated.
- Provide leadership and guidance to
the team to ensure that the relevant data is disbursed to support the
field staff and laboratories.
- Provide support to the field and
laboratory staff in data management activities and provide guidance on use
and maintainance of various data management systems and tools.
- Work with the systems team in
developing the data management systems.
- Design the module for conducting
trainings for the field staff and national staff on data management and
analysis using various data management systems.
- Prepare presentation slides, maps
and documents to provide support for the meetings and trainings.
- Perform any other duty as assigned
by the supervisor.
QUALIFICATIONS
REQUIRED
Education:
Essential: Completion of
secondary school education or equivalent.
Desirable: Graduate degree from a recognized university. Qualified or Semi-Qualified professional in computer
language/s with working knowledge of VB, SQL, ACCESS, EXCEL, EPI INFO, EPI and
ARC VIEW.
Skills
The incumbent should identify with the core values of the
World Health Organization. Good knowledge of modern office procedures and
practices. Ability to analyse data; capacity to convey information and options
in a structured and credible way; ability to speak and write clearly.
Proficiency in computer applications and ability to draft reports.

Experience:
Essential: Minimum five (5) years of
professional experience in the field of data handling and management.
Desirable: Experience of work in WHO/UN/
International organization or Multi National Company (MNC)/reputed Indian
Company/non-government organization (NGO).
Languages: Excellent
knowledge of written and spoken English and knowledge of local language will be
an asset.
Additional
Information:
Monthly remuneration will be INR 56,800 per month, taxable
as per Indian laws and the appointment will be through Special Services
Agreement (SSA) extendable subject to availability of funds, satisfactory
performance and continuing need for the function.
This position
will be filled only by a national of India.
