Position: Technical Specialist
Grade/Level C (Senior Management)
Project/Unit Health Unit
Reports to: Technical Director – Health
Location: New Delhi

Job Summary

This position offers opportunity to an experienced professional to work with the Health Unit, project staff and partner organizations in achieving objectives of the CARE India’s Health Strategy that aims to empower women and girls from the marginalized communities to access quality health care services. 

The Technical Specialist will work with the Director-Health in the provision of technical support to health projects development, support in designing training for health, nutrition and sanitation, review and establishing quality standards for health projects.
The position will contribute to aligning health programs with CARE’s Strategic Programming Framework and health strategy, analyze policies, and developing linkages with help of Technical Director-Health throughout CARE India and CARE International to implement the health strategy. The position will mostly work on technical inputs on CARE India’s health strategy in addressing the health needs of the most marginalized women and girl child. This position would support Director Health in developing research protocols, evaluation formats, design strategies, training modules, analysis of impact and developing knowledge products. While directly reporting to the Technical Director- Health, this position will be required to work with other units to seek opportunities of convergence with other sectors and projects to develop technical guidelines, policy papers and capacity building curriculum.

The primary focus of this position is to ensure that health innovations in public and private health domains and knowledge are amalgamated in CARE India’s efforts to address social inequities.

Key Responsibilities
• Support Technical Director – Health in aligning health programs with CARE’s Strategic Programming Framework and health strategy. 
• Support in review and identify potential integration of priorities of Strategic Programming Framework. 
• Ensure technical rigour informs new projects proposals within the SPF priorities, the health strategy is integrated in project design and have mechanisms for generating evidence. 

Specific responsibilities:

Capacity building:

• Work closely project colleagues to develop training strategies for programs at all levels, particularly within the mandate of the project; help prioritize training investments to match the timelines for related activities in the project.
• Extend support to identify internal/external resource individuals and agencies suitable for the purpose and work with the projects to establish mechanisms for technical procurement and execution.
• Work closely with the project team to develop operational plans for training programs, and oversee the technical and operational integrity of their execution.
• Support to organize exercises to identify technical training needs of functionaries of health programs from time to time. 
• Organize review of curriculums and strategies of existing training programs and their modification to suit the desired outcomes and timelines. 
• Track the progress of capacity building plan and monitor the outcomes

Quality standards and guidelines
• Support health projects clinical practices, development of quality parameters, medical norms and establish review mechanisms.
• Ensure quality implementation of all training programmes on the field by working in close co-ordination with the programme performance team.
• Develop process documents, training feedbacks, evaluation methods and similar training related documents and tools of assessment

Program development support
• Assist the Technical Director – Health in development of project proposals by collating background information, data and potential partnership for new opportunities.

Research and evaluation
• Coordinate with CARE MLE unit to support development of improved system for monitoring, learning & evaluation, strengthening the MLE function 
• Contribute to data collection, analysis and communication of data to multiple audiences 
• Ensure information from M&E activities is properly analysed and written up for reporting and learning, by undertaking and supporting activities by project teams 
• Collate programmatic impact indicator/s for the evaluation of key thematic priority areas for their potential scaling; 
• Support project personnel on use of M&E tools and learning, facilitating their access to best practices from international experiences and technical experts to make best use of available resources.
• Collect and share evidence from the field and evaluation reports in the form of policy briefs, situational analysis and publications.
• Support in undertaking desk research for drafting technical proposals on health including, MIS and M&E.
• Support to analyse learnings and evidences from existing programs as well as cutting edge areas of health according to the needs of the impact populations.

Advocacy/ relationships

• Conduct policy analysis, policy research and develop evidence based advocacy models for replication and mainstreaming at national, state and district level. Undertakes research on conceptual and empirical aspects of advocacy and governance, with strong demonstrated focus on policy advocacy. 
• Create data base/ a roster of institutions and consultants to support capacity development activities in the areas of advocacy and governance
• Build internal staff and project partner capacity on advocacy and governance.

Duty Station: New Delhi with 40% field travel necessity.

Qualification & Experience

Education: Essential MBBS and Master’s degree in Preventive Social Medicine or Public Health 

Experience: At least 8 years of experience in health development (public health knowledge), with specific experience in desk research and studies, problem analysis, networking, and communication. A demonstrated track record of drafting technical proposals, articles, position and policy papers. Direct experience of working in field based projects would be preferred. Experience of working with various organizations in various programmes will be an added advantage

Skills & Competencies 

Professional attributes:
• Understanding of medical and clinical aspects of health issues of maternal, neo natal health and nutrition, including aspects related to the social, economic and political context of poverty and governance. 
• A high level of technical, academic and analytical skills and knowledge of medical and clinical protocols. 
• Exposure to issues of public health and large scale programs with marginalised communities.
• Ability to plan organizes a substantial workload that includes complex, diverse task and responsibilities.

Personal attributes:
• High level of integrity coupled with sound judgment
• Should be mature, motivated and decisive.
• Networking with medical community, academicians and experts
• Fluency in English (both verbal and written) is essential, Hindi and any other regional language would be an added advantage
