II. Organizational Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Under the overall guidance and direct supervision of UN Women Representative. The Programme Head for the Governance Programme will lead the project on Governance and advise Senior Management on national and regional policies on governance. The Programme  Head (Governance) will provide analysis for formulation of strategies on governance issues to the Senior Management. S/he will work closely with government counterparts both at Central and State level , civil society organizations specifically in India and the region to support, policy advocacy and trainings, coalitions and lobbying for strengthening the capacity of elected women representatives, and addressing the legal and policy commitments towards women’s political participation in India.
The Programme Head will lead a team of experts, international and national consultants and project staff. The Programme Head will maintain a network with colleagues from UN Women in the multi country offices, UN Agencies, government officials, multi-lateral and bi-lateral donors and civil society

III. Functions and key results expected

1.Leading and supervising a team of experts, consultants and project staff
2.Provide strategic and substantive leadership and manage the Women in Local Governance Project effectively to ensure that progress is made in achieving its goals and objectives in line with its strategic and operational plans.
3.Build strategic partnerships with government and civil society partners, donors, the media and the private sector
4.Engaging with civil society organizations to advocate for strengthening the Panchayati Raj institution
5.Provide top quality and innovative policy advocacy for promotion of UN Women’s vision and goal on good governance among critical stakeholders
6.Supporting the partner training institutes to develop capacity building tools that empower women elected leaders to assert their rights individually and collectively ensuring that the training curriculum and tools are demand-driven and respond to the needs of the elected women representatives at the local governance level
7.Supporting and strengthening linkages with existing women’s coalitions for becoming pressure groups and demanding accountability for incorporation of women’s needs
8.Setting up a monitoring and evaluation framework along with a learning and dissemination system for the project in the next phase of the project
9.Contributing to knowledge networks and communities of practice through identification of best practices and lessons learned;
10.Strengthening national and regional institutions of capacity delivery and administrative machinery that respond to the challenges of leadership and governance in South Asia
11.Developing partnerships with bilateral and multilateral donors and the private sector on possible areas of collaboration
12.Strengthening partnerships with government officials at all levels to ensure that UN Women inputs are aligned to national and regional responses
13.Ensuring the visibility of UN Women’s work on women in governance by engaging actively but appropriately with media organizations
14.Organizing substantive meetings of the steering committee and the advisory committee and ensuring sound guidance and advice to these mechanisms
15.Ensuring that progress is made in achieving the goals and objectives of the project in line with the project AWPs and UN Women values and mission and through strategic and substantive inputs for project implementation.
16.Undertaking technical assistance and monitoring missions to the project sites;
17.Identifying capacity development needs and developing adequate solutions to ensure effective project implementation;
18.Developing, finalizing and implementing annual work plans and budget forecasts to ensure timely and effective implementation within the given timeframe;
19.Managing and overseeing overall project budget, in consultation with the Representative , and in close collaboration with the administrative and finance head;
20.Building collaboration with regional, national and state capacity development institutions to engender curricula for elected women leaders;
21.Strengthening partnerships with government, UN agencies and other stakeholders to strengthen women in governance and their constituencies;
22.Ensuring information flow and team-building across the diverse network of partners and stakeholders involved in the project;
23.Utilizing effectively ongoing coordination mechanisms to ensure coherence of the project with other processes in the country including national development policies, in close collaboration with the Ministry of Panchayati Raj;
24.Ensuring effective partnership, networking and coordination between other ongoing UN Women projects, projects and activities for a more holistic and coherent approach to project implementation
25.Identifying and synthesizing best practices and lessons learnt and feeding them back into the project within countries in the region, including contribution to knowledge products on gender and development in the proposal for the next phase;
26.Any other task assigned by UN Women Representative

IV. Impact of Results

The key results have an impact on the success of the Governance programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as facilitation of knowledge building & sharing.

VI. Recruitment Qualifications

Education:
Masters/PHD in political or social sciences, Politics and/ or international affairs i.e. international development studies, gender/women’s studies, political science and good governance, human rights, development planning, or related technical field. Capacity to analyze quantitative data is an advantage.
Experience:
Minimum 7 years of relevant experience at the national or international level especially on women’s political participation, human rights, gender and development, gender and good governance. Experience in programme and policy analysis, strategic planning and field experience in conflict situations. Experience with women’s organizations or women in politics internationally and in the field desirable. Minimum 7 years of experience on professional project management and monitoring and evaluation.
Language Requirements:
Fluency in English and working knowledge of Hindi.
