In India, Jhpiego works across nineteen states in close collaboration with national and state governments by providing technical assistance in the areas of family planning, maternal, newborn and child health, and pre-service nursing and midwifery education. These projects are funded by USAID, Bill & Melinda Gates Foundation (BMGF), Norway India Partnership Initiative (NIPI), David & Lucile Packard Foundation, Children Investment Foundation Fund (CIFF), MacArthur Foundation, Department for International Development (DFID), MSD for Mothers and others.

Jhpiego is hiring for the position of BCC/IEC Advisor under the BMGF funded project to support the Technical Support Unit (TSU) at the Family Planning Division, Ministry of Health and Family Welfare (MoHFW). This position will be seconded to the Family Planning Division, MoHFW, New Delhi. 

The BCC/IEC Advisor will be supervised by and will report to the Team Leader, Technical Support Unit, Family Planning Division, MoHFW, GoI. 


Responsibilities 
• Lead the development of an overall IEC/BCC strategy and action plan for the Family Planning Division, MoHFW. 
• Coordinate the execution of the strategic action plan, overseeing and monitoring its implementation.
• Support the development of focused, cohesive and impactful BCC/IEC material for awareness creation and effective behavior change in the area of family planning.
• Regularly plan and coordinate the implementation and monitoring of BCC activities including the collection and dissemination of impact data/evidence. 
• Identify opportunities for incorporating additional resources whether, financial, technical, or programmatic, to further strengthen the IEC/BCC strategy and action plan;
• Manage the deliverables of contracts issued for IEC/BCC work to external agencies, ensuring achievement of contractual obligations in a timely manner and in compliance with the contractual protocols of FP Division, MoHFW, GoI.
• Act as the Focal person for all IEC/BCC related work of the FP Division, MoHFW, serving as the IEC/BCC coordinator for all Family Planning components, liaising with other divisions within MoHFW, NGOs, the private sector and other stakeholders involved in Family Planning activities in the country. 
• Organize IEC/BCC co-ordination meetings with other divisions in MoHFW, NGOs, the private sector and other stakeholders involved in Family Planning activities in the country. 
• Facilitate IEC/BCC capacity development in the FP division of MoHFW and continuously identify opportunities to build IEC/BCC capacity with other divisions within MoHFW, NGOs, the private sector and other stakeholders involved in FP/PPFP activities in the country. 
• Write reports, proposals, and complete tasks as identified by the Team Leader and DC (FP), FP Division, MoHFW, with special attention given to the BCC components of all FP programs.
• Document the materials developed for IEC/BCC in the ministry, so that they are available for ready reference.
• Develop a technical proposal for the methodology of the development and pre-testing of BCC/IEC materials.
• Develop picture-based aids to be used during training sessions.
• Provide a written recommendation for the suggested use of each IEC/BCC material developed. This recommendation should include printing specifications or other technical details.
• Undertake any other responsibilities and activities pertaining to the efficient execution of the FP/PPFP IEC/BCC strategy or action plan as directed by the Team Leader, TSU.
• Travel as required, in-country to monitor field activities, progress of all on going trainings, for onsite data verification and supportive supervision to ensure quality data collection at the state and district levels pertaining to IEC/BCC evaluations.
• Accomplish all the administrative and financial tasks related to IEC/BCC activities including budgeting, procurement planning, programmatic and financial compliance of the activities undertaken by the FP Division, MoHFW.

Abilities/Skills:
• He/she should be fully familiar with the GoI procurement procedures, guidelines etc. 
• Demonstrated self-management (i.e. motivation, dealing with pressure, adaptability) and the ability to project a professional, consistent image of confidence, integrity and competence.
• Knowledge in family planning, reproductive health.
• Strong decision making skills and result oriented approach. 
• Demonstrated ability to work with multiple stakeholders and systems.
• Excellent written and oral communication skills in English and Hindi.
• Strong analytical and presentation skills.
• Ability to handle a variety of assignments under stringent project deadlines.
• Ability to work in a team, foster teamwork in others and to manage several major activities simultaneously. Willingness and flexibility to work on a wide range of tasks.
• Ability to travel up to 40% of his/her time.
• Displays cultural, gender, religion, race, nationality, age sensitivity.

Qualifications/Knowledge and Experience:
• A Master’s degree in Communications, Health Education, Social Science, or related field.
• At least 5 years’ experience in IEC/BCC strategy design, practical experience in communication including graphic designing.
• Experience in management and implementation of large social /development communication programs.
• Knowledge and practical experience in behavior change communication in developing countries.
• Experience in designing educational or behavior change materials for illiterate audiences.
• Experience in working with grassroots community groups will be useful. She/he should be familiar with the Family Planning programs in India. 
• Knowledge of budgeting and excellent organizational and coordination skills.
