Project Summary
FHI360 works to bring about positive changes in the actions of individuals, communities and institutions that improve the health and well-being of vulnerable populations across the world. Through bilateral funding from USAID/India, FHI360’s BCC-IHBP Task Order focuses on institutional strengthening for Social and Behavior Change Communication (SBCC) at national and state levels. The project uses evidence-based approaches to design SBCC strategies for HIV/AIDS, TB, MCH and FP/RH that reach to the community level and focus on individual and social change. Through advocacy and other community interventions, vulnerable communities will be empowered to address a variety of health issues, overcoming barriers such as stigma and gender-based discrimination.


Position Summary
IHBP undertakes capacity building activities with the Ministry of Health & Family Welfare (MOHFW), National AIDS Control Organization (NACO), Central TB Division (CTD), National Institute of Health & Family Welfare (NIHFW) and associated institutions at national and state levels. The Technical Expert, located at the IEC Cell/Bureau of Department of Health & Family Welfare OR State Program Management Unit at the State Head Quarters is expected to plan and develop training plans, design curricula, conduct SBCC trainings, and evaluate and document capacity building and training activities. 

Essential Job Functions
Specific responsibilities include, but would not be limited to:
• Conducting periodic training needs assessments in the area of SBCC for various cadres of public sector health staff and consultants, at state level
• Reviewing and documenting current training approaches, training competencies, innovations and best practices in the State.
• Assisting the IEC Division and SIHFW or appropriate institution in preparing capacity building plans and training calendars for IEC divisions/bureaus of the state and ensure that the same are implemented 
• Developing training strategies, session plans, training manuals and standard operating protocols for various trainings
• Co-ordinating training programs, including identifying subject matter experts to develop content and/or train on relevant topics 
• Co-ordinating translation of training material as required
• Developing, implementing and institutionalizing training of trainers, cascade training models and large scale trainings, including distance learning and online courses 
• Identifying and addressing post-training gaps and designing post-training mentoring and support 
• Identifying partners who can assist in training and institutionalization of various capacity building interventions
• Ensuring proper documentation of all capacity building initiatives
• Promoting the use of ICT, IT and mHealth enabled tools for training and training reinforcement, along with other innovative methodologies
• Performing any other duties assigned by supervisor in line with IHBP objectives.

Qualifications
The ideal candidate will hold the following qualifications
• A Master’s degree in the relevant field, preferably business administration, communications, human resources, sociology or social work
• At least 7 years of proven expertise in training management, including experience in conducting training needs analysis, knowledge of training methodologies, development of training modules, and training evaluation
• Prior experience working with SBCC activities in development sector would be an advantage.
• Expertise in two or more of the program areas, namely HIV/AIDS, TB, FP or MH would be desirable
• Experience of providing technical support to, and institutional building of organisations, especially those managing health programs
• Experience and a high level of competency in using Windows based programs. Must include MS PowerPoint
• Excellent interpersonal and coaching skills
• Excellent time management skills
• Excellent analytical, writing and presentation skills
• Fluency in English and Hindi is essential
• Ability to travel extensively as required.
