We invite applications from qualified candidates for the position of Database Programmer in the Institutional and Technical Strengthening (ITS) Project. 

Background
The Institutional and Technical Strengthening (ITS) Project is a component of the EU-Government of India (GOI) Sector Policy Support Programme (SPSP) to the National Rural Health Mission (NRHM) and Reproductive and Child Health II (RCH-II). As an overall objective the SPSP assists the GOI in reaching Millennium Development Goals (MDGs) through supporting the Ministry of Health and Family Welfare (MoHFW) in the implementation of the NRHM/RCH-II. The ITS Project is a vehicle for the EU to help meet this objective by providing technical assistance in institutional capacity strengthening of the National and State Institutes of Health and Family Welfare (NIHFW, SIHFW).

The “Database Programmer” will join the team of long-term experts of the ITS project embedded in the NIHFW. 
A Database Programmer will develop the database and support the Database Administrator in maintaining the database

Job Responsibilities: 
The following tasks will be required to be undertaken in order to establish a usable web based system giving the required outputs.
• Accumulation of historical and latest training related data in consultation with the Database Administrator and NIHFW faculty members and SIHFW staff
• Assist the Database Administrator in the process of identifying the requirement specification for development of Database
• Designing the training database and development of front end web based application in close cooperation with the Database Administrator. 
• Create test plans and test data sets to ensure all components of the training database meet the specifications. 
• Analyse code for problem resolution and performance optimisations.
• Prepare report formats in consultation with NIHFW faculty members and other stakeholders involved in training activities.
• Create, modify and manage, national/state/district/block level user logins and roles under the supervision of Database administrator
• Import/Export training data through the Database and Monitoring system for regular analysis of the training data
• Upload documents relevant to training
• Provide orientation, introduction and training to the users of the system guided by the Database 

Note: The job outline may be further refined during the first three months of the mobilisation period, in conjunction with the Team Leader and the National Institute of Health and Family Welfare (NIHFW). 

Skill set and Experience:
The Database Programmer will be responsible for providing technical support in developing and maintaining the training database. The qualifications, skills and experience, required for the position are outlined below:
• Minimum of 4 years of experience in database design and support for a fast-paced, rapid web based application development environment.
• Exposure to web applications for health management information systems, human resource management and the promotion of e-governance in health.
• Experience in the development of plans for designing and implementing web-based training, capturing and monitoring systems by developing templates, analytical tools, web application etc. Extensive knowledge of relational database management systems (RDBMS) such as MySQL and SQL Server.
• Solid hands on experience on web applications using classic ASP, ASP.NET and PHP
• Demonstrated ability to work quickly, under pressure and to meet deadlines.
• Experience in building a framework for implementing a GIS application. 
• Team player with excellent communication skills.

Management:
• The database programmer will work closely with the Database Administrator and will report to the ITS Team Leader, through the Head of the Department of Information Technology, NIHFW.
• (S)he will submit monthly timesheets to the Team Leader for relevant approvals by the NIHFW and the EU Delegation to India.
• Based on the agreed tasks from the outset, (s)he, will work with the Team Leader as with all long term TA. The task requires agreeing on key performance indicators to ensure that both parties are able to, objectively, evaluate progress against agreed targets, as well as areas of support needed. 

Person Specification:
Qualifications
Essential: BE/BTech/MSc in Computer Science/MCA or equivalent from recognised Institutions
Ability to use MS Office computer applications including word processing, spread sheet and presentation software etc. 
Desirable: Experience in training activities in IT collaboration with Government and Partner Training Institutions.
