We invite applications from qualified candidates for the position of National Social Mobilization and Gender Expert in the Reproductive Health Framework (RH Framework) Project Ujjwal funded by DFID. The full-time position is based in Gurgaon, India.

Objective
The “Improved Family Planning and Reproductive Health Services in India” (Project Ujjwal) is a part of the UKAid Framework for Results to improve reproductive, maternal and newborn health in the developing world. The project objective is to prevent unintended pregnancies and improve contraceptive prevalence especially among young, low parity, poor and socially excluded women. Aligning to the Ministry of Health and Family Welfare’s commitment to improve maternal health and child survival through the articulate Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCH+A) strategy, the project aims to reduce maternal deaths from unwanted pregnancies by increasing use of family planning (FP) methods, improving birth spacing practices and preventing unsafe abortions in Bihar and Odisha (in areas with the highest fertility and unmet need), using a mix of private sector approaches (eg. social marketing and social franchising), and public private partnerships. 

This project will strengthen linkages between public and private sectors and test hybrid models which allow for flexibility of using public funds to contract private services. The project will also support public sector to contract private clinics through the existing franchising models, or use demand side financing models or help public sector expand social marketing initiatives or help ‘contracting in’ of private providers for public services. Project Ujjwal is in the process of recruiting Ujjwal Saathis from within the community. These Ujjwal Saathis can be community health workers, community volunteers, members of self-help groups or any other community members who are vocal and have interest in working on health and FP/RH related aspect, and spread awareness and encourage potential users to use the network for availing services and products.

Recipients

The primary recipient will be the Government of India and the state governments of Bihar and Odisha. The secondary recipients will be the men and women of reproductive age, especially young low parity women, the private sector health care providers, and social marketing outlets.

Job Responsibilities: 
Community organization and management in target geographies, raising awareness about project’s scope and strategy, organization of regular meetings/workshops, securing stakeholders support to implement socially acceptable solutions, implementation of well-targeted public awareness campaigns, analysis of stakeholders relative social influence and prestige, and analysis of value systems and incentives for their participation in project activities. The scope of work will include following tasks:

• Work closely with the project team for inclusion of issues related to gender, equity and social development into various aspects of the project
• Work with senior technical staff to lead and support the Social Mobilization activities, thru coaching, training, leadership development and shared oversight of activities. Transfer knowledge and skills in technical areas including strategic visioning and planning, program design and development, product and service marketing, as well as program execution and management. 
• Engage collaboratively with relevant government departments to enlist their support for program goals and objectives and ensure its goals and approaches remain aligned to public health policy and support national public health impact targets (RMNCH+A, MDGs, long-term health plans etc.)
• Support local communities in building partnerships with the VHNDs and other organizations, local private entrepreneurs and other informal organizations in pursuit of project’s objectives; 
• Assist implementation teams in the identification of entrepreneurial, productive/income-generating activities, creation and strengthening of co-operatives, and community education programs in support of FP/RH services through private sector
• Develop a systematic database to store and process information on socio-economic features of the villages and local communities; 
• Promote and take a lead for developing capacity of district and block level managers for Gender and Social Inclusion mainstreaming in Bihar and Odhisa state
• Work with partners to develop and pilot community based monitoring approaches.
• Provide strategic inputs and support to technical units – training, research and communication 
• Liaison with counterparts within the Ministry of Health and Family Welfare, State Government, the broader GoI and other stakeholders, as appropriate;
• Keeping Futures Group appraised of any further PPP opportunities in its areas of expertise arising out of the project, or more broadly, and of changes and developments in the operating environment in general.

Reporting

The position will report to the RH Framework Team Leader. 

Required Qualifications, Skills and Experience

• 7-10 years of relevant professional experience. Substantial field experience strongly preferred.
• Graduate degree in public health, international development, marketing, or related discipline.
• Technical expertise in health programming and marketing required, including significant experience in the design and management of health service delivery and product marketing.
• Demonstrated understanding of current research and programmatic best practices in Maternal and Child Health and Family Planning.
• Experience in guiding and supporting teams in project implementation, with demonstrated ability to motivate and build capacity of staff. Demonstrated success in building capacity and transferring skills and knowledge strongly preferred.
• Exceptional written and oral communication skills; strong interpersonal skills, self-motivated and organized, able to work effectively with a variety of partners and stakeholders.
• Candidate should be well versed in Hindi and English; and 

• Should be proficient in the use of computers and proven ability to work in an inter-disciplinary setting.
