Program Officer

Based at Lucknow and Ranchi

Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For 40 years and in over 150 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego works with health experts, governments and community leaders to develop strategies that help countries care for themselves by training health care workers, strengthening health systems and improving delivery of care. 

Jhpiego designs innovative, effective and low-cost health care solutions that are breaking down barriers to high-quality health care for the world’s most vulnerable populations. Jhpiego uses its global presence and technical leadership to develop technology-based innovations and systems for significant global health impact. 

In India, Jhpiego works across nineteen states in close collaboration with national and state governments by providing technical assistance in the areas of family planning; maternal, newborn and child health; and pre-service nursing and midwifery education. These projects are funded by USAID, Bill & Melinda Gates Foundation, Norway India Partnership Initiative (NIPI), David & Lucile Packard Foundation, Children’s Investment Foundation Fund (CIFF), MacArthur Foundation, Department for International Development (DFID); MSD for Mothers and others.

Jhpiego is hiring for the position of Program Officers (PO) based at the state capitals of Uttar Pradesh and Jharkhand for its new program of increasing access to quality, evidence-based antenatal, intrapartum and immediate postpartum care, including postpartum family planning services, to mothers by leveraging the presence and enterprise of private sector providers in selected cities of these states. The PO will work for day to day management of program activities, conduct advocacy visits to program stakeholders, support in implementing the program at target cities and ensure monitoring and evaluation of program activities. The PO will report to the National/State Program Manager.


Responsibilities:
• Work in close coordination with the state government, private sector professional bodies such as FOGSI’s local chapters, and private sector providers, to develop the program’s roadmap and facilitate program activities.
• Support the design and implementation of all activities, provide necessary technical inputs and ensure coordination to achieve desired results.
• Work with Jhpiego’s India Country Office (ICO) staff to prepare work-plan and activity budgets, and ensure overall efficient use of available resources.
• In collaboration with M&E Advisor, establish systems for tracking progress indicators and deliverables according to agreed work-plans and prepare program reports to ensure state, donor and headquarter reporting needs are met.
• Facilitate project activities such as workshops, trainings, review meetings etc. to ensure smooth implementation of the program. 
• Provide technical inputs and support to program activities while ensuring that overall technical quality of Jhpiego processes and products is maintained.
• Work closely with the supervisor/ programmatic linkage to ensure program activities follow program priorities and directions, and responding to requests for technical support from State Health Society/ State Health officials and/ or local counterparts.
• Conduct sessions in workshops /trainings; design and develop training/ resource/ BCC material; and represent the organization in national/ international workshops/ conferences/ meetings as and when required.
• Assist communications team in drafting success stories and fact sheets in consultation with the program team members.
• Travel within the state and in India in support of activity implementation and monitoring, as needed.
• Perform or assume other duties as assigned by the supervisor.

Abilities and Skills:
• Ability to develop productive working relationships with other agencies, stakeholders and other organizations including government counterparts.
• Ability to work within an international program team and communicate regularly with a variety of team members in multiple locations. 
• Ability to handle a variety of assignments under pressure of deadlines.
• Strong written and oral communication skills in English and Hindi.
• Proficiency in writing technical and programmatic documents such as training materials and reports.
• Proficiency in computers - Microsoft Office. 
• Ability and willingness to travel up to 30–40% of his/her time. 

Qualifications:
• MBBS required, Masters in Public Health (MPH) and/ or MD OBGY/ Community Medicine would be preferred.
• 3-5 years of overall experience working with government and private sector on maternal, neonatal, child health and family planning (MNCH-FP) programs preferably in GoI high focus states such as Uttar Pradesh and Jharkhand. In-depth knowledge of latest advances and strategies in the field of MNCH-FP
• Knowledge of clinical training systems development, including materials development and training site strengthening.
• Familiarity with the Indian health system, key stakeholders and relevant government policies/strategies particularly National Rural Health Mission.
