Job Summary: In consultation with Director Programmes, this position is responsible for the overall development, expansion, integration and implementation of Landesa/RDI/India’s program strategy in the State of Uttar Pradesh. The ultimate goal of Landesa/RDI’s program strategy is to provide secure land rights to the world’s rural poor. The Programme Manager serves as a member of the India Senior Team and participates actively in developing Landesa/RDI’s overall strategic direction. The Programme Manager manages Landesa/RDI’s Program in the state of UP, monitors work, and evaluates results to ensure that departmental, organizational objectives and operating requirements are met and are in line with the needs and mission of Landesa/RDI/India. 
Reporting and relationships / Direct Reports: The Programme Manager reports to Director Programmes.The Programme Manager directly supervises all staff in the state of UP. The Programme Manager will also work closely with the Director – Programmes for specific technical support areas specially Research and Monitoring and Evaluation. As the Budget holder for the state of Uttar Pradesh the Programme Manager will also work closely with Landesa/RDI’s Director of Finance and Operations at the National office in New Delhi.
Availability: Programme Managerwill be expected to work a standard workweek of 40 hours plus additional hours as necessary to get the job done. The Programme Manager will be required to travel up to 50% of the time to various districts of the state where Landesa/RDI operates as well some amount of travel with in India for participation in India Sr. Team meeting, attend Trustees meetings as is required occasionally

Essential Job Functions:
Program Leadership• Support the Director Programmes in developing and implementing Landesa/RDI’s overall Program strategy.  Partner with various Stake holders (especially with Government of Uttar Pradesh) / Advisors and the other Program Staff on the development and implementation of India country and state work plans.
• Develop, ensure implementation, and enforce the use of systems that facilitate smooth work flow, equitable and efficient work allocation, quality control, monitoring and evaluation, and communication within and among programs as well as between Programs and at the Landesa/RDI’s National Office in New Delhi.
• Together with ICD and Director Programmes, establish and monitor progress against Program and organizational metrics and milestones.
• Support development, coordination and integration of state and cross-cutting Program strategies (Country, Women & Land, and Global Advocacy, etc.).
• Understand technical aspects of Program Department work.
• Responsibility for overall work quality and integration of learning and best practices.  At Program Department level, assist program staff at state and other Technical staff at National Office with measuring project and individual performance through regular communication with professional Program Staff, monitoring progress, tracking outcomes, referrals and services.  Conduct site visits to the extent necessary to measure program performance, ensure quality, and track outcomes.
• Work with staff in the state to provide high-level project oversight, approving project scope and deliverables.
• Participate actively in the resource mobilization efforts at the national level.
• Responsibility for the identification of new business development opportunities.

Operational Innovation• Guide and integrate the staff efforts to align all business processes and reinforce organizational structure to ensure the effectiveness of major programs and initiatives by focusing energies and operations to achieve agreed upon objectives.
• In consultation with Landesa/RDI’s National Office assist in the development, implementation, enforcement, and monitoring of program policies and procedures for effective service delivery.
• Develop innovative initiatives to enhance internal communications, education, efficiency, and effectiveness.
• Encourage and facilitate the application of technology to enable the re-engineering of programs and processes to make optimal use of resources.
• Coordinate and oversee projects financial management, including developing the work plans and budget; authorizing and monitoring expenditure of contract funds; and identifying opportunities for cost savings and new business opportunities locally as well as nationally.
• Lead efforts to identify and assess how emerging trends and issues may impact Landesa/RDI’s work at the State and National level in India.

Management and Organizational Leadership• In consultation with Director Programmes manage, train and mentor staff on the development of program strategy, program management, and project-level management of Program Staff; ensure resources are available and utilized to develop strong technical leadership for each program area in the state.
• Support ICD in building relationships with state and National stakeholders, including government officials, fellow NGOs, and donors.
• Present Program Management Reports to the RDI’s Board of Trustees and other committees as and when requested.
• Represent Landesa/RDI at meetings within the nonprofit and philanthropic community and at conferences and other relevant meetings and events as and when required.

• Expertise in one or more of the following areas strongly desired: program design, research, nonprofit performance measurement; ethics and accountability; and/or leadership development.

Education and Experience:
• Post Graduate or professional degree in a relevant field (law, international studies, economics, social science, business, etc.).
• At least 10 years of relevant experience working in a leadership position.
• Deep knowledge of land tenure or rural development issues with experience working in the state of Uttar Pradesh, especially with government officials at all levels.
• Experience of working on grass root women’s issues and networking with various civil society organizations
• Experience of providing leadership to a small team of dedicated professionals
• Significant cross-cultural work experience
• Excellent language skills in English and Hindi
Work Environment and Working Conditions: While performing the duties of this job, the employee may be exposed to working conditions and hazards which are prevalent in the location of assignment. The noise level in the work environment is usually moderate.  Work is primarily performed indoors with some potential for exposure to safety and health hazards related to electronics work. The employee may be required to travel overseas and domestically. When traveling, the employee may be exposed to: Physical Hazards (illnesses, noise, extreme temperatures, wet or humid climates, etc.) Road Hazards (unfinished/dirt roads, potholes, traffic-related accidents, etc.), and Atmospheric Conditions (odors, dust, fumes, smog, etc.).
