1. POSITION VACANT:Chief Executive (CE), LEPRA Society (LS), Secunderabad

2BACKGROUND:
LEPRA Society (LS) works in several states across India providing healthcare. Since 1988 LS works to restore health, hope and dignity to people affected by leprosy, tuberculosis, malaria, HIV and AIDS, blindness and other health conditions, exacerbated by stigma and social discrimination.
LS works in close collaboration and also lobbies with the Central and State Governments, to ensure equitable access to health and an improved life for India’s poor and marginalized communities. Currently working in the states of Andhra Pradesh, Orissa, Bihar, Madhya Pradesh and Delhi, the Society has a team of 320 staff in India.

LS is looking for a mature, social scientist or public health professional with demonstrated leadership and management capability, to head the Society as Chief Executive (CE), during an exciting period of transition from the organisation’s traditional sharp focus on leprosy related activities to engagement with a wider range of public health challenges, leveraging its strong field operations and substantial technical expertise, to address the same.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Chairman and the LS Board, the CE shall oversee the senior management team in India, comprising Directors and HODs. S/he shall work closely with the CE of LEPRA in UK and be responsible for a range of critical activities and tasks.

Strategic Functions:

(1) Finalize and implement policies and procedures aimed at organizational effectiveness in alignment withLEPRA’s Mission Statement, delivering the agreed strategy and annual business plans within agreed budgets and achieving planned impact
(2) Lead senior staff in defining strategy, planning of projects/ new initiatives/ collaborations/ partnerships, with responsibility for all final decisions
(3) Guide senior technical staff in implementing their responsibilities
(4) Interface and lobby with Central and State Governments, to promote innovations and ensure healthcare for the marginalized
(5) Boundary management with international organizations/ civil society to promote health care of relevant groups
(6) Fund raising in collaboration with LEPRA UK and other key partners
(7) Contribute to the development of the overarching LEPRA strategy and ensure that LS contributes to overall organisational impact
(8) Ensure statutory compliance with local law and regulations, on all financial and administrative matters.

Management Functions:

(1) As Convener-Secretary, arrange periodic meetings of the Management Committee to seek approval for plans and budgets and apprise the members with organizational achievements
(2) Represent LS in all important meetings with the Central and State Governments
(3) Attend NGO consortium and ILEP meetings and share learnings
(4) Support senior staff and motivate them to create a performance oriented culture in the organization
(5) Develop programming and grant management strategies and systems that are effective and aligned with the organization’s vision/ mission
(6) Ensure prudent asset investment, management and financial administration strategies and systems
(7) Provide technical support to Government and other organizations
(8) Facilitate operational research activities
(9) Sustain existing partnerships and develop new partners to contribute to the organization’s mission and vision
(10) Establish accountability standards and systems that track the organization’s effectiveness and impact
(11) Travel extensively for the needs of the Society, both nationally and internationally.

Communication and Feedback:

(1) Communicate clearly to the staff on policy and strategy implementation
(2) Report regularly to the Chairman/ LEPRA Board on the activities of the organization   
(3) Liaise regularly with LEPRA UK to ensure smooth fund flow and project implementation and apprise them on all important developments and achievements.

4. PERSON SPECIFICATIONS:

Qualification:

Post Graduate degree in Public Health/ Health Management/ General Management /Social Sciences/ Medical Science from a reputed institution.

Experience:

(1) 10 to 15 years of senior managerial experience
(2) Experience with Health and/or Development organizations is desirable.

Core Skills and Competencies:

(1) Strong leadership skills to lead a large organization
(2) Demonstrated ability to think and operate strategically
(3) Prior experience of successful fund raising
(4) Management and organizational skills to build teams which are capable of achieving planned results
(5) Capacity to take decisions to promote efficient and effective organizational performance
(6) Experience of deploying a participatory approach for creating a performance oriented culture in the organization
(7) Ability to guide senior staff in defining strategy, measuring impact, designing appropriate interventions and developing new initiatives and partnerships
(8) Advocacy and technical skills to influence Government of India and State Governments to frame pro-poor policy guidelines in the health sector
(9) Ability to network with relevant stakeholders including Government, NGOs, and CSOs
(10) Ability to interact with media and promote pro-poor health policy
(11) Excellent oral and written communication in English
(12) Proficiency in the use of computers and information technology
(13) Prior experience of monitoring financial performance
(14) Ability to travel extensively.

5. COMPENSATION OFFERED:

While the gross annual remuneration budgeted for the position is Rs. 26.4 lacs, improvement can be considered in the case of an exceptional candidate. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
