In India, Jhpiego works across nineteen states in close collaboration with national and state governments by providing technical assistance in the areas of family planning, maternal, newborn and child health, and pre-service nursing and midwifery education. These projects are funded by USAID, Bill & Melinda Gates Foundation, Norway India Partnership Initiative (NIPI), David & Lucile Packard Foundation, Children Investment Foundation Fund (CIFF), MacArthur Foundation, Department for International Development (DFID), MSD for Mothers and others.

Jhpiego is hiring for the position of National Program Officer (NPO), based at New Delhi, for the DFID funded program of strengthening pre-service education for nurses and midwives. The NPO will support the Associate Director PSE (AD PSE) for strengthening of nursing education by designing, conducting and monitoring activities that provide timely, quality technical assistance to the national and state governments and support the successful completion of the midwifery education work-plan and the respective state Program Implementation Plans (PIP) related to Midwifery Education. 

The NPO will report to the Associate Director PSE.

Responsibilities:

• Assist the AD PSE for providing technical backstop and support to field based teams in the project states.
• Under the supervision of the AD PSE, provide program oversight and technical assistance to program staff for implementing technically sound interventions.
• Assist the AD PSE in developing, implementing, monitoring and reporting on project activities including work-plans, budgets, activities, monitoring and evaluation (M&E) framework and reports.
• In collaboration with the M&E team and supervisor, implement M & E activities such as establishing systems, tracking progress, setting indicators and producing deliverables according to agreed work-plans.
• Support state program teams to ensure timely implementation of program activities as per agreed annual work plans. 
• In coordination with state and field teams, ensure that committed timelines, milestones and deliverables are achieved consistently.
• Under supervision from AD PSE, develop and produce learning resource packages, documents, reports, proposals and presentations according to program and Jhpiego guidelines for internal and external dissemination.
• Compile data and develop program reports to meet donor and government reporting needs.
• Manage, support, conduct and supervise trainings, meetings, orientations and workshops.
• Travel within India to states and districts for providing supportive supervision and monitoring support to program teams.
• Work in collaboration with other India Country Office based staff to prepare work-plan budgets, develop activity budgets, manage local petty cash, review expenditure, submit timely expenditure reports and ensure overall efficient use of available resources.
• Assist the Communications team in drafting success stories and facts in consultation with the program team members.
• Coordinate and collaborate with government officials, stakeholders, Jhpiego staff and consultants for effective implementation as well as liaise with other partners working in strengthening of Pre-Service Education for Nursing-Midwifery in the state and more generally in India.
• Perform or assume other duties as assigned by the supervisor.

Abilities/Skills:

• Strong technical skills in MNCH.
• Strong program management skills.
• Ability to work within an international program team and communicate regularly with a variety of team members in multiple locations. 
• Ability to develop productive working relationships with other agencies, stakeholders and other organizations including government counterparts.
• Ability to multitask and work under pressure of deadlines.
• Strong written and oral communication skills in English and Hindi.
• Proficiency in writing technical and programmatic documents such as training materials and reports.
• Proficiency in computers - Microsoft Office. 
• Ability and willingness to travel up to 50% of his/her time. 

Qualifications/Knowledge:

• MBBS required, post-graduate degree in Community Medicine / Public Health (MD/MPH/DPH) or obstetrics/gynecology would be preferred.
• Eight to ten years of progressive experience working with government on MNCH-FP programs, counterparts and systems.
• At least three years of experience managing and leading a team.
• Technical knowledge and field experience in health programs in states like Uttar Pradesh, Odisha, MP and/or in other states in India.
• Knowledge of clinical training systems development including materials development and training site strengthening.
• Familiarity with the Indian health system, key stakeholders and relevant government policies/strategies particularly National Rural Health Mission.
