2. ORGANIZATION BACKGROUND:
Ipas Development Foundation (IDF) is a Section 25 non-profit company, founded
in 1973, is a global nongovernmental organization dedicated to ending
preventable deaths and disabilities from unsafe abortion. Through local,
national and global partnerships, Ipas works to ensure that women can obtain
safe, respectful and comprehensive abortion care, including counseling and
contraception to prevent future unintended pregnancies.
Ipas has been
working in India for over a decade towards strengthening training systems,
service delivery of comprehensive abortion care services and advocacy
initiatives to increase women's access to safe abortions, with the aim of
making a positive impact on the health of Indian women. Ipas engages closely with the government at
the national and state level to provide technical assistance to strengthen the
comprehensive abortion care policy and program interventions. Ipas program’s geographic coverage
currently includes 11 states - Bihar, Jharkhand, Maharashtra, Madhya Pradesh,
Rajasthan, Gujarat, Uttarakhand, Chhattisgarh, Assam, West Bengal and Meghalaya
- where they work with the public health system to ensure improved access to
abortion and contraception services for women.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Manager Program (MPs) shall be responsible for providing intensive support and supervisory inputs to Assistant Manager-Program and Executive Program, to ensure that annual program deliverables are met in the respective states. Under the supervision of the State Program Manager (SPM), the MPs shall be responsible for developing work plans to ensure that country program goals and objectives, pertaining to the state, are achieved. They shall be primarily responsible for managing programs related to training and service delivery, improving access to Comprehensive Abortion Care (CAC)/ Intra-Uterine Contraceptive Device (IUCD) services, increasing the impact of Ipas’s interventions and utilization of services in the program area.
The Manager Program (MPs) shall be responsible for providing intensive support and supervisory inputs to Assistant Manager-Program and Executive Program, to ensure that annual program deliverables are met in the respective states. Under the supervision of the State Program Manager (SPM), the MPs shall be responsible for developing work plans to ensure that country program goals and objectives, pertaining to the state, are achieved. They shall be primarily responsible for managing programs related to training and service delivery, improving access to Comprehensive Abortion Care (CAC)/ Intra-Uterine Contraceptive Device (IUCD) services, increasing the impact of Ipas’s interventions and utilization of services in the program area.
Key Roles and Responsibilities:
(1) Working in close collaboration with State and Country Office
staff, consultants and partners for implementing activities, ensuring that
annual objectives of each state, such as the number of providers trained and
number of sites providing CAC/ IUCD services, are achieved;
(2) Providing supervisory support to Assistant Manager-Program and Executive Program and guiding them in meeting specific program deliverables;
(3) Managing program implementation in the state, including organising Training of Trainers (TOTs) combined with site assessment, ensuring quality of services at the training center; Coordination between the training centers and the district health officials, for deputation of medical officers, master trainers and nominated doctors, for training;
(4) Providing technical inputs for introducing early abortion/ IUCD services in select Primary Health Centers (PHCs), Rural Hospitals (RHs) and Sub-District Hospitals (SDHs), monitoring the training quality and providing inputs for programmatic reporting;
(5) Undertaking regular visits to service delivery sites, to follow-up with each CAC/ IUCD trained provider to ensure service delivery; Identifying issues affecting service delivery and designing and implementing solutions to facilitate service delivery;
(6) Providing assistance in training field staff and in organizing IEC activities in and around the service delivery sites and monitoring Behavior Change Communication (BCC) initiatives implemented with NGO partners, within the state;
(7) Coordinating with the Civil Surgeon and District Health Officials within the district, and with the State Government, for effective implementation of activities finalized and budgeted under the State Program Implementation Plan (PIP);
(8) Providing inputs in program planning, proposal development and drafting reports for external stakeholders;
(9) Providing any other technical and programmatic assistance, as requested.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications:
Bachelor’s Degree in Social Science, Management, or Public
Health,from a reputed Institution/ University.
Experience:
(1) Three to eight years of experience in public health, preferably in the area of reproductive health;
(2) Experience of working with senior state government officials;
(3) Demonstrated experience of providing program support and mentoring field staff.

and the local language;

(6) Excellent understanding of the status of reproductive health in the state;
