Project Brief:

There is a global push to strengthen monitoring of RMNCH spending. The Countdown to 2015 is one of the processes whereby expenditure data is consolidated and reported. One of the main objectives of this project is to outline a process to track government expenditures for child, maternal and reproductive health as part of routine monitoring. The Goal of the project is to provide financial risk protection to priority population involving RMNCH+A and tuberculosis related services among India’s rural and urban poor. This will be achieved through realizing two main objectives:

• Generating evidence on healthcare financing to better inform policies and programs that would influence RMNCH+A & Tuberculosis services and
• Testing integrating health financing models in planning process so as to strengthen health systems and improve RMNCH+A and Tuberculosis services.

The project also aims at Identifying opportunities, challenges and barriers which are likely to facilitate scale-up of innovative and sustainable health financing solutions leading to improved financial risk protection. The project has a specific focus also on RMNCH+A and it will help in better investments for maternal and child health related programs and systems and decrease OOP in vulnerable population in India.

Job Description / Responsibilities:

• The Finance Officer will be responsible for the following activities:
• Good knowledge of all the sections of TDS
• Working Knowledge of service tax and CENVAT credit.
• High proficiency of excel skills
• Working on strict deadlines in high pressure situation.
• A good hand in reconciliation capable of preparing bank reconciliation on daily basis.
• Prior experience in ERP is desirable.
• Working knowledge of trial balance and receipt & Payment
• The FO will operationally report to the Core Team and will be responsible for assisting core team on all financial matters. FO will functional report to Director Finance on issues of compliance, audit & reporting (internal & donor).
• Maintain all the financial records related to project ready and help compiling financial documents and preparing templates for regular submission of financial reports to the funding organization;
• Will take overall responsibility in conducting documentation of project activities involving financial status;
• Prepare financial status documents - quarterly, annual, interim and final reports for submission to the funding organization;
• Facilitate PHFI Finance Division in their regular internal and external audits;
• The position will be based in Delhi, but may be required to travel to partner institutions within the country;
• Any other activities as required by the project.

Qualifications / Experience and skills required

• At least Post-Graduate in Commerce or intermediate of CA/ICWA.
• Candidates with 3-5 years of experience in project management will be preferred.
• Well versed in Excel and expertise in MS Excel.
