Regional Family Planning (FP) Consultant - UNFPA (Apply by: 27 June 2014)

Position Title: Regional Family Planning (FP) Consultant, Bihar

Location: The consultants will be located at the Divisional Headquarters in the Regional Program Management Unit and will cover the districts in the division as follows:
  1. Patna Division – Hq. Patna covering Patna, Nalanda, Bhojpur, Rohtas, Buxar and Kaimur districts 
  2. Saran Division- Hq. Chapra covering Saran, Siwan and Gopalganj districts 
  3. Darbhanga Division- HQ Darbhanga covering Daarbanga, Madhubani, Begusarai and Samastipur districts 
  4. Kosi Division – Hq Saharsa covering , Saharsa,, Madhepura and Supaul districts
  5. Purnia division – Hq Purnia covering Purnia, Katihar, Araria and Kishanganj districts 
  6. Bhagalpur division – Hq Bhagalpur and Banka districts 
  7. Munger division – Hq Munger covering Munger, Jamui, Khagaria, Lakhisarai and Sheikhpura districts 
  8. Magadh division- Hq Gaya covering Gaya, Nawada, Aurangabad, Jehanabad and Arwal

Background: The FP indicators for the state of Bihar look grim with high TFR (3.5 - NFHS III) and high unmet needs (23% - NFHS III), coupled with high proportion of early marriages and teenage pregnancy (Median age of marriage for girls is 15 years and the median age at first child birth is 18 years – NFHS III). The situation is made more complex by low prevalence of current use of any contraceptive method, which is just 29% (NFHS III) and 83% of which is female sterilization. These figures though daunting yet present a unique opportunity to address these issues to improve Family Planning (FP) status in the state, which have direct bearing on MDGs 5 (reduction in maternal mortality) & 4 (reduction in infant mortality) and indirect on MDGs 1 (eradicate extreme poverty and hunger), 3 (gender equity and empowerment), and 6 (HIV / AIDs, etc.).

Given the magnitude of the problem and the quantum of work to be done, coupled with the sheer size of the state to be administered (38 districts, covering a population of 104 million), there is a clear case for strengthening the Family Planning program in the state.

Bihar state health Society with support from UNFPA is continuously making efforts to strengthen the family planning program in the state. It is experience that with limited human resources at the state level, the required technical and managerial support is not being provided to the newly designated district officials. UNFPA has provided one regional FP consultant in Tirhut region on pilot basis to see if such provision can improve the FP performance and has witnessed FP improvement in districts supported by the UNFPA’s Regional FP Consultant based at Regional Programme Monitoring Unit. Looking at the contributions of Regional FP Consultant, it is decided to provide one consultant in remaining 8 regions of the state to provide effective technical and management support to districts coming under the region.

Roles and Responsibilities of the Consultant: Under the overall managerial supervision of the Regional Director –Health & Family welfare, and technical support and guidance from UNFPA Bihar & Family Planning section of state health society, the Regional FP Consultant will be responsible for comprehensive planning and implementation of the Family Planning Component of NRHM in all the districts coming under the region. The regional consultant is expected to facilitate the process of preparation of the district family planning action plans in collaboration with the district family planning nodal officer. As part of the work, the Consultant, under direction of the Regional Director, will interact with the districts and will undertake field visits to the districts for programme implementation and monitoring. Specifically the roles and responsibility will be:

1. To develop District Family Planning Action plan based on the approved strategies and activities under NRHM state and district PIP in coming years.
2. To provide support to the district nodal officers – FP on developing district specific strategies for family planning program under NRHM for next year NRHM PIP..
3. To take lead on facilitating the implementation of FP activities approved as per the district NRHM PIP.
4. To act as a technical link between state and district for dissemination of guidelines , providing support to districts by liasioning with state FP Cell
5. To develop strategy to monitor implementation of District FP Action Plans
6. To monitor District FP Action Plans as per the above ‘Monitoring Strategy
7. To develop training plans for FP and provide inputs needed by the district to implement the same as per plans. To monitor FP service provision and quality in the district
8. To provide facilitation and technical support in starting new static FP centers in the districts as per GoI norms.
9. To provide facilitation and technical support in accreditation of private service providers for FP services in each of the allotted districts.
10. To take lead in organizing and conducting Monthly review of programme implementation together with Regional Director and Regional Program Management unit. To participate in meetings related with FP.
11. The Consultant will submit her / his quarterly report on above areas to the State Family planning Nodal Officer, BSHS and UNFPA Bihar.
12. To carry out any other FP related work requested by State Health Society and UNFPA, Bihar

Time distribution of work: Tentative time distribution of the Consultant may be: 40% for programme management, 40% for travel to districts for monitoring, 20% for review and office work, including quarterly report generation.

Education / Qualification: MBBS degree/ PG in public health/health management.

Experience: 3-6 years experience of working on Family Planning programmes at District or regional level (preferably Bihar) either with government, international or other reputed agencies

Reporting and Supervision Mechanism: The FP Consultant will directly report to the Regional Dy. Director, Bihar and State Family Planning Nodal Officer with day to day guidance, technical support and supervision by UNFPA Bihar.

Role of UNFPA, Bihar: UNFPA Bihar will provide overall technical guidance to the Consultant. By way of joint meetings with RDD, BSHS, UNFPA will help the Consultant get all relevant support from all relevant districts, DoH and all districts. Quarterly review meetings besides weekly and monthly programme meetings will be held with the Consultant to monitor the performance and progress of the Consultant.

Remuneration: Rs. 4,88,000 -6,80,000 per annum

Duration: (Total Duration – 2 years): Initially for a period of 1 year, renewable for another year based on performance

Selected consultant will be hired through an outsourced agency hired by UNFPA
