Project Brief: PIPPSE
The HIV/AIDS Partnership: Impact through Prevention, Private Sector and Evidence- abased Programming (PIPPSE) Project will be managed by a Consortium, led by PHFI as the Principal Recipient and, Futures Group and Population Services International (PSI), as Sub Recipients. The PIPPSE Project aims to "strengthen the institutional and human capacity in prevention programs and private sector engagement through innovative approaches to contribute to achieving the goal of accelerating the reversal Of HIV epidemic at the national and state levels. In order to achieve these goals, there is a need to develop a complete web-based system to track patients and service delivery. The overall scope will be to develop a system where patients can be tracked using a tracking number in terms of clinics they visit, care they receive, drugs received etc. The system will be able to generate reports on usage statistics, patient wise information, facility wise information, care giver wise information etc. The software along with the web-based reporting platform will also be augmented with SMS based operations, and Android based operations.

Job Description:
  • Provide technical support to SACS for timely roll-out of the TI projects as planned in the Annual Action Plan.
  • Assist SACS to realign TI intervention areas based on latest mapping data to ensure programs are evidence-based.
  • Establish systems to ensure that TI function as per the national guidelines and periodically monitor TIs and grade performance.
  • Undertake regular field visits to assess quality of work of TI projects, adherence to NACP-IV / SACS guidelines and provide onsite technical support.
  • Supervise the work of TI Program Officers and provide technical and managerial guidance for conducting their work efficiently.
  • Provide technical support to strengthen the systems within SACS for timely release of funds to TIs.
  • Provide regular feedback on reports received from Program officers and TIs.
  • Monitor the core output indicators (ICTC, STI and condom usage) of NACP IV with SACS TI division and provide regular supportive supervision to the POs and TIs to achieve the output indicators.
  • Ensure, regular condom supply by working with Condom Social Marketing Organizations
  • Provide support to the Team leader capacity building in developing the TI curriculum, training manuals.
  • Evolve mechanisms with TI division SACS to establish better linkages between Link Workers Program and existing TI programs in the state.
  • Assist SACS to ensure 100% CMIS reporting by TI NGOs.
  • Conduct periodic reviews, and update SACS, stakeholders on the progress of TI programs in the state.
  • Provide technical support to SACS for documenting best practices on TI programs in the state.
  • Periodically update SACS on the fiscal and programmatic achievements for the TI component and suggest action plans for increasing expenditure and improving performance.
  • Coordinate reviews of the monthly plans by PD, SACS with TI division SACS and TSU team
  • Provide technical support to TIs with a minimum of 12 days every month on the field. A detailed tour report to be submitted on a daily basis and complete report within 3 days of completion of tour.
  • Identify and develop linkages between TIs for HIV services viz. ICTC, STI clinics, ART centres and CCC.
  • Ensure, regular condom supply by working with Condom Social Marketing Organizations

Qualification, Competencies / Skills required
  • Master's degree in Public Health, Social Sciences, Management or related field and a minimum of 7 years’ experience in the health sector, out of which minimum 5 years must be in the field of HIV-AIDS, preferably managing targeted interventions with the core and non-core TIs.
  • The candidate must possess technical knowledge on HIV-AIDS issues and excellent reporting and analysis abilities, capacity to communicate with various players at different levels and an ability to negotiate in a multicultural environment.
  • S/He should be familiar with techniques of monitoring and evaluation.
  • The suitable candidate should be familiar with the organization and functions of the state and local public health systems/ SACS.
  • S/he will possess excellent team work abilities and the ability to work well in an inter-disciplinary team.
  • S/he will have excellent written and verbal communication skills in local language and English.
  • Candidate should be proficient in the use of computers.
