1. POSITION VACANT: Procurement Officer (PO), New Delhi.
2. ORGANIZATION BACKGROUND:
The Foundation for Innovative New Diagnostics (FIND),
is a respected, not-for-profit foundation, recognized by the Swiss government
as an “other international organization.”
Headquartered
in Geneva and represented in India through a Liaison Office at Delhi, FIND facilitates the development and
implementation of diagnostic tools for poverty-ridden diseases. The foundation
is presently engaged in the development of new diagnostic techniques for TB,
Malaria and Sleeping Sickness (HAT), across the world and specifically for
MDR-TB, in India.
FIND has progressed diagnostic
approaches that have been proven in principle and transformed them into
effective products for identifying TB in partnership with academia, public and
private research institutes and industry.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Key Responsibilities:
(1) Preparing specifications
through market analysis to determine whether procurement will be selective or
competitively negotiated; determining potential sources of supply; research
technical data and price information on the Internet or other sources, ensuring
completeness of information according to needs;
(2) Ensuring timely publication of EOI, procurement advertisements and awards;
(3) Drafting ITB, RFQ and RFP; evaluating submissions to ensure compliance with specifications and assist in analyzing offers according to selection criteria;
(4) Providing assistance in the preparation of complex annual international solicitations;
(5) Negotiating fee rates, checking feasibility of draft TORs, concluding contract and monitoring contract execution (services rendered; payment; maintenance clauses) and preparing justifications to Contract Review Committee of the procurement agency when needed;
(6) Organizing and transmitting documentation to requestors related to offers, evaluation criteria, and correspondence with bidders;
(7) Managing the purchase ordering process, examining and analyzing adequacy of information ensuring that appropriate level of authorisation is received prior to releasing the orders according to SOPs;
(8) Maintaining database and organizing vendor files, catalogues, technical literature and price information for ready access; establish call-up system to follow up on procurement orders being held up;
(9) Analysing and evaluating information regarding vendor performance with regard to quality, price, delivery and equipment, and ensure that it conforms to FIND supplier qualification operating procedure;
(10) Tracking shipments all along the shipping process through forwarders, agents, tracking documents (HAWB, MAWB, and courier reports), and partner information;
(11) Working closely with finance team to submit procurement-related invoices for payment processing along with supporting documents;
(12) Maintaining good communication and coordination between all the stakeholders (i.e., CTD and procurement agency) and advise requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stage of the procurement cycle;
(13) Working in a quality management-oriented system ensuring compliance with FIND SOPs; donor policy and national rules and regulations for procurement;
(14) Regularly reviewing and updating internal SOPs (submissions to FIND QM);
(15) Operating as back-up to FIND India logistics team during absences and leave periods;
(16) Performing other related duties, as assigned by Programme Coordinator and/or Head of TB Programme, India & South East Asia.
4. QUALIFICATION, SKILLS AND EXPERIENCE:
Qualifications and Experience:
(1) Applicants must have an advanced university degree (Master's degree or equivalent) in supply chain OR
(2) A first-level university degree with a minimum five years of progressively experience in procurement, contract management, logistics and supply management in the public or private sector.
Skills and Attitude:
(1) Must be familiar with ERP systems;
(2) Good skills in basic computer programmes (Word, Excel, Outlook);
(3) Responsible, good organisational skills, efficient, strong problem-solving skills;
(4) Good sense of priorities and ability to tackle multiple tasks simultaneously;
(5) Motivated and able to work in a multicultural environment, occasionally without direct supervision;
(6) Pleasant, service and team minded, constructive, sound judgment.

offer made to the selected candidate shall be commensurate with qualifications,
experience and salary history.
