It provides strong and coherent leadership in support of national priorities and efforts, building effective partnerships with government, civil society and other relevant actors.

In Nepal, UN Women's current programme focuses on women's leadership in peace and security, economic empowerment of women and gender responsive national planning and budgeting processes to contribute to achieving the goals of gender equality and empowerment of women.

Under the guidance and direct supervision of the Country Representative, the Communications and Partnerships Analyst leads in the design, management and implementation of the country office’s (CO) communications& partnerships and publication strategies – guided by the organization’s corporate communications strategy - which are geared to influence the development agenda, promote public and media outreach and mobilize political and financial support for UN Women Nepal Office. The Communications and Partnerships Analyst works in close collaboration with Regional Communications Officer of UN Women Regional Office for Asia and the Pacific in Bangkok, Thailand, the UN Women Communications and Advocacy team in HQ and communications officers from the other UN agencies in Nepal (including to support the implementation of the UN Development Assistance Framework 2013-17).

A communications and partnerships strategy tightly linked to program priorities helps position UN Women Nepal, boost demand for various service lines and increases overall business opportunities.
III. Functions / Key Results Expected

Summary of Key Functions:
q  Planning, design, implementation and evaluation of internal and external strategies for communications and partnerships, advocacy and outreach, including a publications strategy and plan
q  Lead the development of a range of communications and advocacy materials to promote UN Women’s mandate and programmes  in support of national priorities and commitments, and to support resource mobilization, partnerships building and donor relations, including the use of social media
q  Develop, coordinate and manage the office’s networks of media and communications advocates and partners, and represent UN Women in various communications forums
q  Lead the development, supervise the design and maintenance of the UN Women Nepal web site, intranet and the web-based knowledge management system
q  Facilitate knowledge building and knowledge sharing with respect to communications and outreach plans and activities
q  Perform other job-related duties as assigned by the Representative


1. Ensures planning, design, implementation and evaluation of internal and external strategies for communications and partnerships, advocacy and outreach, including a publications strategy and plan focusing on achievement of the following results:
q   Preparation and conduct of communications needs assessments (projects, country programme and corporate change initiatives, etc)
q   Analyze requirements and help integrate advocacy and communication strategies into all aspects of UN Women’s programme interventions.
q   Drafting and finalizing CO communications and partnerships strategy based on the corporate communications and resource mobilization strategies.
q   Implementation of the CO publications strategy and plan, based on the corporate publications policy.
q   Coordination and management of CO publication activities, such as content management, norms for publishing, design, etc
q   Contact with printers and other suppliers to ensure production and publications dissemination.
2. Lead the development of a range of communications and advocacy materials to promote UN Women’s mandate and programmes in support of national priorities and commitments, and to support resource mobilization, partnerships building  and donor relations including the use of social media focusing on the achievement of the following results:

Launches and campaigns
q   Promotion and dissemination of corporate advocacy materials for launching flagship initiatives and publications such as Progress of the World’s Women.
q   Promotion and maintenance of public information campaigns on UN Women activities.
q   Packaging and submission of programme initiatives for donor review in collaboration with programme staff and supervisor.
Outreach
q   Maintenance of increased coverage and understanding of the UN Women’s work in the country or practice area through regular media contacts and provision of newsworthy information to national public and, where possible, donors.
q   Organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc.
q   Ensured access for journalists to subject matter experts.
q   Drafting/production of regular newsletter for partners, including donors.
q   Preparation of civic education and community awareness materials where appropriate to support projects
q   Synthesis of proposals for project formulations to integrate advocacy and communication strategies into all aspects of UN Women’s development programme.
q   Preparation of briefing materials, press releases and speeches, including for the Representative
q   Identification of storylines for publications and drafting of substantive articles contributing to debates on key development issues.

Public information
q   Effective responses to inquiries for public information materials.
3. Ensures development, coordination and management of the office’s networks of media and communications advocates and partners, and represent UN Women in various communications forums focusing on achievement of the following results:
q   Establish and maintain relationships with other UN agencies, government, media, civil society organizations and academia.
q   Identify opportunities for advocacy and communication partnerships.
q   Increases UN Women’s visibility and strengthen its brand through new and innovative partnerships with media organizations.
q   Participate in external forums to share about UN Women’s communication and partnerships strategy
q   Represent UN Women in inter-agency forums relevant to communications and outreach
4. Lead the development, supervise the design and maintenance of the UN Women Nepal web site, intranet and the web-based knowledge management system focusing on achievement of the following results:
q   Lead the development; supervise the design and maintenance of the office web sites, based on corporate requirements in cooperation with the ICT staff.
q   Preparation of the content for the web sites to ensure consistency of the materials.

5. Ensures facilitation of knowledge building and knowledge sharing with respect to communications and outreach plans and activities focusing on achievement of the following results:
q   Identification and synthesis of best practices and lessons learned directly linked to CO’s goals and activities.
q   Sound contributions to knowledge networks and communities of practice including corporate communications repositories.
q   Provision of training, consultancy and advice to UN Women staff on communications for development.
q   Work with the office’s Monitoring & Evaluation staff to ensure strong linkages between the office’s M&E system, communications strategy and resource mobilization strategy. 
IV. Impact of Results

The key results impact the creation of effective communications and dissemination of information about UN Women. In particular, the key results have an impact on effective development and implementation of communications strategies which will enhance the strategic positioning of UN Women Nepal Office as well as strengthening strategic partnerships and reaching resource mobilization goals.

VI. Recruitment Qualifications
Education:
Advanced university degree in public relations, communications, journalism or any related field
Experience:
·      At least one year of increasingly responsible professional experience in communications and advocacy.
·      Familiarity with proven communication and advocacy tools
·      Excellent communication skills
·      Strong interest in development work, especially the mandate and mission of UN Women.
·      Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems.
Language Requirements:
Excellent command of written and oral English and Nepali
