1. POSITION VACANT:  Resource Mobilization and Communications Manager, Bharat Rural Livelihoods Foundation (RMC-BRLF), New Delhi

2. ORGANISATION BACKGROUND:

Government of India (GOI) has initiated Bharat Rural Livelihoods Foundation (BRLF) as an independent organization under the Societies Registration Act to facilitate civil society action in partnership with State and Central Government, for transforming livelihoods and lives of rural households, with an emphasis on women, particularly in the Central Indian Tribal Region.

BRLF is a unique and first-of-its-kind initiative and the Foundation is constituted as a partnership between Government on the one hand and the private sector philanthropies, public and private sector undertakings (under Corporate Social Responsibility) on the other.

Major functions of BRLF will be to provide financial grants to Civil Society Organizations (CSOs) to meet their human resource and institutional costs for up-scaling of proven interventions, invest in institutional strengthening of smaller CSOs and capacity building of professional human resources working at the grassroots. Alongside, BRLF will continuously facilitate projects receiving its grant support through all levels of Government to ensure smooth flow and utilization of Government funds to rural communities and poor households under the mega Centrally Sponsored Schemes for promoting livelihoods of the poor.
The General Body and Executive Committee of BRLF are constituted by eminent individuals as well as ex-officio representatives from private philanthropies, public and private sector organizations, financial institutions, State Governments and GOI.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Chief Executive Officer, BRLF, the Resource Mobilization and Communications Manager (RMC) will be responsible for building an increasingly, diversified, network of supporters, including Institutional, Banking, Corporate, Academia, Policy-makers, Donors, as well as other philanthropic institutions/ individuals, who believe in the work of BRLF and provide funds, technical support and other forms of collaboration, to meet the current and future needs of BRLF and its partner institutions.
Additionally, the post holder will also be responsible for establishing and promoting the brand of BRLF in India, raising awareness about the organization’s work at various forums, and ensuring transparent information sharing with the public.

The RMC will be a strategic thinker with strong understanding of various media sources and the development sector. The role requires the incumbent to have a proven track record of managing relationships with government agencies, CSO partners, donors, other key stakeholders and the ability to multi-task and handle competing priorities.

Key Responsibilities:

A. Fundraising:

(1) Developing, implementing and monitoring fundraising strategies, that includes yearly targets to meet the costs of the current and future programmes;
(2) Approaching and raising funds from companies, trusts, CSR, Banks and foundations within India and abroad;
(3) Conducting research on potential donors such as trusts, foundations, companies and high net worth individuals, etc.,  finding a match with donors whose philanthropic or funding criteria match the organization’s, or its partners vision and activities;
(4) Developing, managing and updating databases to record donor contact and preference information; Maintaining a network of corporate contacts and effectively managing and maximizing these relationships;
(5) Facilitating co-financing opportunities for partner organizations;
(6) Developing annual work plans based on the approved strategy and if needed, preparing income and expenditure budgets for each fundraising initiatives;
(7) Raising awareness of BRLF and its work at the State and National levels;
(8) Developing and coordinating web-based fundraising, if needed;
(9) Being well versed with the CSR policies in general and having access to various Indian corporate forums; Being current and uptodate with legal issues affecting corporate fundraising;
(10) Assisting in the preparation of project proposals for corporates and other funding agencies;
(11) Organizing events for partnership building between implementers and potential donors;
(12) Ensuring all donors receive appropriate and timely reports and updates;
(13) Sensitizing and training team members on fund raising and communications skills and strategy.

B. Communications and Outreach:

(1) Planning and designing internal and external strategies for communications and outreach; Facilitating the development/ production of communication, information and knowledge sharing materials/ instruments;
(2) Producing communication materials in support of fundraising such as brochures, appeals, newsletters and annual reports;
(3) Working closely with various BRLF Programme Officers to identify priority themes and develop advocacy messages, press briefings, news features, case studies and other communication materials for dissemination through various media;
(4) Developing all media, publicity, marketing and fundraising messages and the communication material around them;
(5) Helping with integrating advocacy, communication and outreach strategy into project proposals (of bothBRLF and partners), based on the BTL communications strategy
(6) Helping organize roundtable discussions, press conferences, and briefing sessions, as needed;
(7) Searching and identifying reference materials for the information database and audio visual library.

C. Partner Communication:

(1) Ensuring timely, appropriate and quality communication to all donors;
(2) Monitoring and evaluating donor communications on a regular basis;
(3) Briefing the CEO and President on partner specific communication;
(4) Developing strategies for communicating with different kinds of donors;
(5) Growing one-time donors into repeat donors and into long-term supporters by constantly finding ways to increase their engagement with the organization’s work.

D. Publications:

(1) Anchoring elaboration of strategies and plans for publications;
(2) Contributing to the identification of storylines and cases for publications and articles; Also contributing to debates on development issues relevant to BRLF;
(3) Mandating and overseeing documentation and case study development;
(4) Coordinating the translation/ adaptation/ rewriting of information received; Printing and dissemination of publications and audio-visual materials;
(5) Promoting and disseminating BRLF advocacy materials for launching key initiatives and publications;
(6) Responding timely and effectively to inquiries for public information materials;
(7) Assisting the CEO in RTI related queries, including the development of in-house systems for responding to the same.

E. Websites, Databases and Knowledge Management Systems:

(1) Ensuring maintenance of the office website;
(2) Contributing to and overseeing the design of the BRLF website;
(3) Preparing/ checking the content of the website, ensuring consistency of the materials;
(4) Ensuring the development and maintenance of office databases and knowledge systems; 
(5) Assisting in the identification and synthesis of best practices and lessons learned, directly linked to BRLFgoals and activities;
(6) Providing sound contributions to knowledge networks and communities of practice, including corporate communication repositories, as requested.

F. Senior Management Responsibilities:

(1) Serving as a member of the senior management team of the organization;
(2) Participating in discussions of policy and sharing fully in the work of the organization, as a member of the management team;
(3) Tracking and keeping well-informed about programme activities, information and statistics of the organization.

5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification: 

Master’s Degree in Communications, Media Relations, Journalism or Business Administration, OR
Post Graduate Degree in any field from a reputable institution, with substantial experience in fund raising, public relations, as well as in managing communications for a large organization.

Experience:

(1) Minimum eight years of demonstrated experience in developing fundraising strategy and institutional fundraising;
(2) Prior experience/ understanding of the development sector, is essential;
(3) Applicants with prior experience of working with Civil Society, CSR, and philanthropic organizations, shall be at advantage;
(4) In-depth exposure to the use of various media platforms such as print, electronic/ online, and social media, for communication and brand building is desirable;
(5) Experience in grants management, monitoring, assessments and reviews, is desirable;
(6) Prior experience of working with Government, or Government created Missions/ Societies is desirable.

Skills and Competencies:

(1) Good understanding of production, graphic design and photography standards;
(2) Strong skills and orientation to communication, networking, public relations and advocacy;
(3) Proven ability in developing and maintaining close relationships with multi-level stakeholders and partners, particularly government, CSR.
(4) Strong report writing and presentation skills;
(5) Good knowledge and experience in handling of web-based management systems;
(6) Strong team player, with the ability to work in a collaborative and consultative manner;
(7) Ability to travel to remote locations outside New Delhi, to perform duties as deemed necessary.

6. COMPENSATION OFFERED:

The offered compensation for this position is attractive and competitive to market rates. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

7. APPOINTMENT: This is a full-time position and the initial contract will be offered for a period of three years, renewable, based on performance.

8. LANGUAGE REQUIREMENTS:

The position requires fluency in both oral and written communication in English. Fluency in Hindi is desirable.
