Skill Set and Job
Description
|
The
Finance and Operations Manager is overall responsible for the management and
oversight of RMNCH+A project operations, including the overall accounting,
program finances and financial reporting, procurement, contracting,
sub-contract management, HR management, and general administration. S/he is responsible for financial reports
and practices to ensure quality and accuracy. S/he will ensure the efficient
and effective use of the project resources under the direction of the Chief
of Party (CoP), and in conjunction with IPE Global head office. The Finance and Operations Manager ensures
that all project operations are in full compliance with USAID regulations,
IPE Global policies, and Indian law.
Specific Tasks and Responsibilities
· Responsible for timely
accounting/consolidation/ reporting in compliance with donor guidelines,
A&F guidelines and statutory requirements.
· Responsible for preparation and
tracking of budgets for providing inputs to CoP into the project’s annual
work plans and quarterly and annual reports as well as budget tracking and
external reporting as needed by the organization.
· Responsible for the overall
coordination with State teams including support to the start-up and
close-down of state programs, and provide on-going general financial and
operational support to state offices.
· Provide and support training to
field staff on project procedures as well as building skill-levels of project
staff in the area of finance, and operations.
· Responsible for procurement and
contracting process including preparation annual procurement plans, participation
in the procurement committee meetings and final negotiations with the
contractor/vendor/partner.
· Working with the sub-awardees and
ensuring timely receipt of all the reports per the agreement.
· Ensure compilation and timely
submission of the periodic accruals, financial report, VAT report and other
periodic reports to USAID.
· Conduct the financial reviews of
the sub-awardee and ensure their timely audits as per donor and
organizational guidelines.
· Facilitates and co-ordinates
internal audit, statutory audit and recipient contracted audit (RCA) per
donor guidelines.
· Develops schedules and initiates
actions necessary to address internal control weaknesses and for closure of
RCA findings and recommendations.
· Support training to field staff on
project procedures as well as building skill-levels of project staff in the
area of finance, and accounting.
· Any other duties assigned by the
supervisor.

Qualifications
|
· Graduation in Commerce is
required. Professional qualification in finance would be desirable.
|
Experience Requirements
|
· 8-10 years of experience in
financial and accounting management in USAID funded projects.
· At least 3 years of experience of
handling a similar profile including management of sub-awardees is a must.
· Experience of managing procurement
systems in USAID funded projects preferred.
· Experience of conceptualization
and development of standard operating policies and procedures.
· Strong interpersonal skills and a
proven track record in managing people.
· Strong business management and
negotiating skills.
· Strong written and oral
communication skills.
· Proficiency in relevant computer
applications particularly Outlook, Excel, PowerPoint and Word.
