OVERVIEW OF THE FUNCTIONS OF THE POST
The Finance and Administrative Officer is responsible for providing a range
of administrative management support activities to the UNESCO Kabul Office, Afghanistan. He/She reports directly to the
Director of Office with overall guidance from the Bureau of Financial
Management.
On matters of
financial internal control in his/her capacity as certifying officer, the
incumbent will have a functional reporting line to the Chief Financial Officer.
He/she will receive policy guidance/ instructions from relevant sectors within
UNESCO in the areas of Financial Management, Human Resources Management,
Security and Office Administration. He/She will be assisted in the discharge of
his/her duties by the Bureau for Financial Management. In the Field Office,
he/she advises and supports the Director of Office or the designate on all
administration, budget, financial, human resources management, premises-related
and security matters within the Office.
REQUIRED QUALIFICATIONS
Education
University
degree (preferably at Master’s level or equivalent) in Finance, Business
Administration, Accounting, or related field.
Work Experience
At least 7
years of progressively responsible relevant experience in administration,
finance and accountancy
Skills/Competencies
- Strong analytical, problem-solving and organisational skills.
- Ability to interpret rules and administrative guidelines and to solve routine and non-routine issues in the field of Finance, budget and Human Resources.
- Ability to establish priorities and to plan, coordinate and monitor own work plan and those under his/her supervision to take timely decisions.
- Ability to take initiative and seek innovative ways to improve results.
- Service-oriented and team builder: Ability to establish and maintain effective working relationships in a multicultural environment.
- Excellent interpersonal and communication skills (verbally and in writing), including the ability to communicate effectively, persuasively and use tact and diplomacy.
- Discretion and maturity of judgement are required.
- Solid computer skills, including practical experience with Microsoft or other software packages.
Languages
Excellent/very
good knowledge of English.
DESIRABLE QUALIFICATIONS
Education
Professionally
recognized Accountancy Certification.
Work Experience
At least 3
years at international level, preferably in the UN system.
Skills/Competencies
Extensive
knowledge of rules, regulations and administrative procedures in UNESCO.
Good
knowledge in the use of an ERP, preferably SAP.
Languages
Good / fair
knowledge of French.
