Primary Role:      ​

Reporting to the Director, Finance and Administration, the HR Manager will assist the Asia Regional Office (ARO) in maintaining systems to support its rapidly expanding work in India and the region.  The HR Manager will be primarily responsible for management and execution HR strategy, processes and systems related to Recruitment, Performance Management, Compensation & Benefits, Employee Development, Data Management and welfare activities in close coordination with Senior Manager of Human Resources - DC to ensure efficient support for operations and program staff.

Education:         

Post Graduate degree in Human Resources, Business Management or related field

Experience:         

Minimum of five (5) to seven (7) years experience in Human Resources, including at least three years in the international non-profit sector in India, preferably in the nonprofit and international environment.

Skills:                  

Strong organizational and management skills; ability to work with staff and management to support needs and to oversee needed systems and policies.  Excellent written and verbal communication and presentation abilities. Excellent interpersonal skills and the ability to work collaboratively with professionals at different levels and geographical settings, including colleagues, partners, and vendors.  Demonstrated ability to manage multiple priorities and projects while working as a part of a team.  Strong computer skills required, to include a proficiency in the MS Office Suite (Word, Outlook, Excel, PowerPoint); ability to track and analyze management information and prepare reports on projects, publications, presentations, and grants. Aptitude for IT problem-solving and learning new applications.  Ability to work on sourcing multiple candidates concurrently; experience with behavioral interviewing preferred. Knowledge of employment law desirable.

Principal Responsibilities and Tasks:


Recruitment & Selection:
  • Implements the recruitment process for the ARO.  Supports the Senior Manager of Human Resources – DC in analysis, planning and sourcing strategies.  Responsible for the facilitation and ongoing management of the full-cycle recruitment process to include, advertise jobs vacancies on various sources identified; shortlist and recommend relevant applicants to managers for interview; coordinate interviews & related logistics; manage post selection process & documentation.
  • Responsible for managing the consultant contracts and amendment process to include gathering necessary documents and signatures, communicating with appropriate program managers and managing the consultant database.

New Employee Orientation:
  • Process new hire paperwork and updates/organizes personnel and HR vendor files, recruitment folders, organizational charts and payroll activities. Create new employee orientation packages.  Prepare new employee orientation schedules and coordinates and schedules sessions with the trainers.  Conduct initial new employee welcome sessions.

Performance Management:
  • Work with Senior Manager of Human Resources – DC in managing the Performance Management System and processes to include annual goal setting, mid-year and annual review and documentation and feedback process.  Trains staff on proper administration of performance management system, conducts on-going training for new management staff and staff employees as needed. Provides support during the annual performance appraisal (APA) process.  Processes salary adjustment transactions; ensures they are entered into payroll by the prescribed deadlines.  May assist in tracking and monitoring of the APA process (e.g., 90-day, mid-year, APAs, etc).

Compensation & Benefits:
  • Responsible for the ongoing administration of the compensation program at ARO.  Assist in conducting compensation review as needed as well as comparing ICRW to its relevant market.  In conjunction with the Senior Manager of Human Resources – DC, support in designing new compensation.  Makes recommendations on pay structure adjustments based on market data, annual merit budget, etc. Assists with the administration of benefit programs including enrollments and terminations.

Employee Training & Development:
  • Support in identifying training requirements and assist with the design and execution of employee programs based on the needs of the ARO office.

Policy & Procedure Development:
  • Maintains current knowledge of and reference sources for applicable employment laws in the country and region as required.  Assist in the development and implementation and interpretation of ICRW’s human resources policies and procedures.  Manages the review and communication of HR policy and procedure changes, as well as the documentation and dissemination of personnel manuals, employee handbooks, etc.

Employee Data Management:
  • Responsible for the creation and ongoing maintenance of all employee personnel files, ensuring the file contents are in compliance with India employment laws; assists with annual audit requirements and gathering.  Maintain accurate and updated employee records and HR information.

Employee Relations:
  • Create practices that support the resolution of Employee Relations issues in a manner that treats employees equitably and serves the best interest of the organization.  Implement all HR policies related to employee separation, conflict & grievance management.

Communication:
  • Creates a mechanism for regular updates to employee on HR issues.  Facilitation of effective communications within and between the offices in India and HQ.      Coordination with Sr. Manager of HR - DC on all HR related issues and needs.

Program Support:
  • Coordinate with portfolio managers, project managers and project directors with program operations including work plans and budgets in relation to staffing needs.

Payroll:
  • Ensures the accuracy of employee personal data and information, benefit elections, and deduction elections.  Interfaces with the Finance to contribute to the accurate processing of payroll on a monthly basis.
