JOB DESCRIPTION

Job Title: Sr. Finance Officer

Department: Finance

Location: Delhi

Reports to: Finance Director (FD)


Scope of the position: The Senior Finance Officer reports to the Finance Director and is responsible for managing the accounting function for the National Office. This also includes the treasury function for the disbursement of project funds as per budget and utilization.
Specific responsibilities will include the following:

Accounting & Book-keeping


- Oversee the financial software system, review, post journals and process the appropriate monthly accounting closing procedures for submission to IO.

- Ensure that the financial statements are prepared on time and with accuracy / attention to detail

- Ensure adherence to accounting manuals and prevalent accounting practices

- Monitor preparations for statutory audits and see them to completion by taking corrective action for non-conformance.

- Ensure the Preparation of MIS report in a timely manner and distribute to the management team and department heads for review.

- Ensure timely submission of grants & NSP reports to the respective donors.

- Supports the Finance officer in handling the tricky issues related accounts maintenance.

Payments & Reimbursements:

- Review and verify all National Office payments and recommend them for processing based on guidelines / inputs from Finance Director

- Oversee payments and reimbursements across locations and ensure that the bills and vouchers are in order

- Facilitate timely preparation & disbursement of monthly salaries, allowances and income tax deductions.

Treasury & Others:

- Manage the disbursements of project funds across locations / projects based on plan and budget.

- Initiate the fund request process to the IO as per the standard procedure on a monthly basis for NO & Clusters.

- Keep track of utilization of funds and changes in plan & budget to determine further disbursements

- Support FD on preparation of annual operational budget and project budgets (Grants, NSPs, etc)

- Escalate any issues on funds to Finance Director and resolve them accordingly

- Ensure legal compliance related to finance operations.

- Co-ordinate with F D and keep the documents ready for review at the time of assurance review by IO.

- Co-ordinate with F D in Expatriate staff tax deduction & payment to be ensured through tax consultant.

- Ensure all the tax returns are filed in time. ( I.T, TDS, PF, etc )

- Support the Finance Director on all department activities as required from time to time.

Must have:
- Professional or Master Degree Qualification in Finance / Commerce

- At least 3 - 5 years of accounting experience in the development sector preferably for an international organization

- Willingness to travel to remote locations when required
