JOB DESCRIPTION

Title: Technical Specialist – Disaster Risk Management (DRM)

Division/Department: Program

Location: Delhi

Reporting Relationship: Deputy Program Director

Summary
The Technical Specialist – DRM reports to the Deputy Program Director and responsible for providing adequate programmatic support on Disaster Risks Reduction both preparedness and emergency response to ChildFund India and its 51 Partner NGOs and six Areas located in 14 different states across India. This includes providing guidelines and support while designing, planning, monitoring programs and capacity building during the implementation process.

The Technical Specialist – DRM is required to strengthen and integrate DRR into the program planning and design at the field level. To this effect, he/she is required to support the partners and Areas mentioned above by way of building their capacity; strengthen the program portfolio through DRR mainstreaming and developing new grant proposals for DRR and emergency response. This includes cultivating new relationships, increasing DRR outreach and networking capacity, strengthening positioning of ChildFund India for future grant and partnership opportunities and mainstreaming DRR into development programming.

This position will also be responsible in providing technical support to the Asia Region Office in addressing emergencies, formulating proposals, identifying partnership opportunities and helping the Regional program team for responding to any Disaster, Emergency and Security (DES) related functions.

DUTIES/RESPONSIBILITIES           
  • To assist the  Deputy Program Director  with policy planning, representation and developing a clear advocacy strategy and roll out plan for disaster preparedness and emergency response
    • Alignment of policy and strategy with the Hyogo Framework for Action, related structures and systems
    • Integration of DRR into programming at all levels
    • Development of unique ChildFund India child-focused / child-led DRR approach
  • Network with other developmental organizations and participate in relevant forums on DRR and Emergency at the National level and  helping to position ChildFund India as a strong strategic partner
  • Support the process for regular review and development of Disaster preparedness and Humanitarian response plans and build the capacity of ChildFund India and field teams in DRR and humanitarian response
  • He/She will be the primary coordination point of contact for Emergency Management Unit of International Office and also with the Regional Emergency Response Team and link with all Regional/National and other local level Disaster, Emergency and Security structures.
  • Serve as Regional/National Office Disaster, Emergency and Security (DES) subject-matter expert and provide leadership in both: DRR and emergency response interventions, monitoring and evaluation of the emergency projects.
  • He/She will support the Region/National Director in the socialization of the Emergency Response policy and procedures, including adaptation of these policies and procedures to national and sub-national context .
  • H/She will be responsible for understanding best practice in DRR and providing sound technical advisory capacity in adopting of globally accepted best practice in DRR including preparedness and response of particular relevance are:
  • Program for DRR capacity building and training- staff, partners, children, communities, government
  •  
    • Program for DRR capacity building and training- staff, partners, children, communities, government
    • Mainstreaming DRR into ChildFund India Operating Plans, Area Strategic Plans, Strategies, and development programming at all levels
    • Developing of specific Child-focused and/or Child-led DRR approach and mainstreaming of child-led approach into ChildFund India’s programming
    • Develop and maintain a data base of DRR initiatives and National DES incidences
  • Prepare consolidated reports, case studies, success stories, project outcome documents for dissemination and publication, tracking progress in DRR
  • Communicate and share information with International Office on DRR ( preparedness and response)  efforts of ChildFund India and local partners
  • Provide leadership in Regional/National Office Emergency and Risk assessments
  • Coordinate the process for development of  Emergency Preparedness  Plan(EPP), supporting the National Director and designated preparedness planning team
  • Understanding of and commitment to International Standards of Relief work such as SPHERE standards, HYOGO Framework for Action , Children’s Charter, Red Cross code and DRR frameworks - UNISDR platforms et al.
QUALIFICATIONS/EXPERIENCE 
  • Master’s degree in any Social Science/ development Studies from a reputed University
  • Conceptual understanding and commitment to development work, especially Child focused community based DRR concepts, approaches and processes
  • Strong knowledge of Disaster Risk Reduction with at least 5 -10 years’ of field experience in community based DRR. This may be complemented by experience working in emergency response, climate change, public health or any development projects including water/sanitation, livelihoods, micro-enterprise, etc.
  • A basic knowledge and understanding of different aspects of DRR and how it interacts with Sanitation, food security, child protection and participation etc.
  • Willingness to travel to field locations at least 7-8 working days in a month
  • Experienced facilitator and organizer, having facilitated workshops, seminars, conferences, etc.
  • In-depth knowledge of Indian institutional and socio-political context, including governance, education and other systems will be important.
