Background
UNDP
in partnership with European Union (EU) is working
with the Regional Human Rights Commission (RHRC) in implementing the project,
“Supporting the Transition to Bangsamoro: Strengthening Institutions for Peace
and Human Rights”. This project aims to build RHRC’s institutional and
individual capacities to mainstream human rights in the Autonomous Region of
Muslim Mindanao (ARMM). For the first year, the project aims to strengthen
RHRC’s institutional organization and operation to effectively support human
rights initiatives; establish Human Rights Monitoring Centers in the provinces
of Basilan, Sulu and Tawi-tawi; build the capacity of RHRC to monitor, analyze,
address, and report on the human rights situation in the ARMM, in accordance
with international human rights standards and mechanisms; and produce a policy
paper specifying RHRC’s indispensable role in respecting, protecting, and
fulfilling human rights. On its second year, the RHRC will seek to develop a
comprehensive handbook on citizenship and participation in local and national
governance and justice systems; engage communities to popularize human rights
principles and entitlement; and produce a policy paper on RHRC and facilitate
learning opportunity for its senior staff to international treaty bodies and
grievance procedures and mechanisms.
The project is seeking a Procurement
Officer to procure, receive and supervise the expenditure and usage of office
supplies, materials, and equipment for storage; spearheads the conduct of
bidding / requests for quotations for purchase of goods and services. The
project will be managed by RHRC through a Programme Management Team based in
its regional office in Cotabato City.
Duties
and Responsibilities
Under
the overall guidance of the National Project Director and in close coordination
with the Programme Management Team, the Procurement Assistant will carry out
the following responsibilities:
- Procures office equipment, supplies and materials;
- Receives, checks and records supplies and equipment for sorting;
- Supervises proper storage and safekeeping of procured office equipment, supplies and materials and the issuance of the same;
- Spearheads quarterly inventory and prepares reports for the same;
- Maintains updated records of office equipment;
- Supervises the conduct and administration of biddings, requests for quotations (if necessary) on projects, procurement of office equipment, , supplies and materials;
- Performs such other tasks as may be assigned by the Programme Manager.

Required
Skills and Experience
Education:
Bachelor’s degree in Accountancy, Finance
or related courses.
Experience:
At least three years’ experience in
handling administrative and finance matters, preferably with specialization in
procurement and supplies administration;
Previous working experience with a UN
agency an asset.
Language
requirements:
Fluency in the English, Filipino and the
local language.
